Philadelphia police officers framed an innocent 11-year-old student, Jose Cuevas. He was vindicated four years later, but only because a school cop who had minimal involvement in the framing, Jose DeLeon, came forward. In retaliation for being a whistleblower, DeLeon was fired and otherwise wronged. None of the involved city policemen were disciplined in any way, much less prosecuted for their aggravated perjury. Naturally, the previously law-abiding Cuevas was turned into a criminal by this horrendous injustice. This is just one of untold thousands of cases involving unpunished but proven Philadelphia police misconduct.
