Thank god for this site. I am reporting this because it looks like this person is continuing to rip people off as he did me.
The reports are true. I dare him to meet me in person.
Otto Rafael Penarredonda ripped off well over $300,000 from various investors through his company Allegre Foods. I was one of those investors. He promised food contracts with charter schools, exactly like this other person reported on this site. http://www.ripoffreport.com/r/pizza-stix/internet/pizza-stix-Pen-Consultants-Otto-Rafael-Penarredonda-pizza-stix-Stole-5000-breach-of-1288548 Then failed to deliver on his promise.
My portion of the loss amounted to annual salary of most people.
Lawyers are rediculously expensive and I know from experience that chasing my share of the money would cost me more in the long run. I even called the District Attorney, but because I'm a normal citizen with no political influence and because my individual portion of the total loss was not large enough, the District Attorney said they could not get involved. Otto got lucky.
Otto basically took deposits from every investor for specific schools, but when it came time to begin operations, the charter contracts had suddenly been canceled. He then slowly became unreachable. My guess is he moved the money or used it to pay off his old investor (Jason Ro) then dissolved the company. He is no better than Bernie Madoff.
He also said he would pay us back but my "ripoff" occured over 5 years ago with not a peep from him. I'm only writing this because I saw a report of him on this site and was shocked to see he may still be running the same scam on other people.
I still have their business cards Otto Raphael Penarredonda President/CEO, Elly Halliburton COO (his sister), Jason Ro (investor/partner), Kathya Mendoza. And all of the "contracts". For being a "religious" person, Matthew 6:25 written on their business cards, he has ripped off and harm a lot of people.
Google for his name or allegre foods. Look up court records. It is a matter of public record that he has been sued. He may use language to limit his liability, but he promises things he cannot deliver. If he asked you to invest any money dont do it. If you feel like taking a risk ask him for a personal guarantee or a lien on his house. Or get an attorney to advise you first.
His lawsuit(s) only taught him to shield himself by saying things like "this is not a guarantee of a specific return" bla bla bla. But the fact is you are taking all the finacial risk and at the end of the day he cannot deliver. Research his history.
I can only blame myself because there were several warning signs that I chose to ignore. If is seems to good to be true its because it is.
His guilt needs to be proven in a court of law, but my personal experience and what appears to the be the experience of other(s) on this site is that he is either a liar or simply a horribly bad business man with a fast tongue.

To be clear. I do not blame Otto's associates, they are the contacts I have for Alegre. Otto had expressed his regret of causing them problems and even his failure to fullfill the agreement. Otto made the promises. All of this is documented. This is a situation where he breached the contract, failed to return the deposit as promised, then dissolved the company, and became unreachable. I am shocked to be reading about it again.

Follow though with your contracts and you wouldn't have these problems. You can file a lawsuit against all your old investors, you have everyones names.
