For the last two years I have been trying to get Portfolio Recovery Services to quit harassing me. They have several accounts of mine, ranging from department stores to delinquent electricity bills (so they say) I have asked them to send me something in the mail certified and quit calling me, but they never have. All of these so called delinquent accounts are over 15 years old and I paid them off. The man who was calling me got personal and snotty with me, so I hung up on him and changed my phone number. The harassing phone calls have stopped, but the mail continues to pour in. If these accounts are in deed delinquent, should'nt there be some sort of statute of limitations? I mean they should have fallen off my credit at least twice now.

You can send them a cease & disist letter, or another letter you can send is a debt validation letter, this requires them to prove the debit to you & also to prove that they are licensed to do business in your state. Many debt collectors that try to harass & bully people may not even be able to collect in the state the debtor lives in. If you said either of these letters, make sure to send them certified with a read receipt. Most debt validation letters also require the debt collector to cease phone communication with you & only communicate in writing, you can google this letters & just copy & fill in your information. If they do not respond to this letter in 30days then the debt will be considered in valid & uncollectable, if they continue to call or do anything with your credit report with out responding to this letter, you can take them to court & win. I am in the process of sending a validation letter of my own to them as they continually call me & call family that I do not even live with trying to get a hold of me.

Technically, a debt collector can come after you forever for defaulted debt...however, once the statute of limitations is up..., which it has in your case, then they've lost the power to successfully take legal action. Per the Fair Debt Collection Practices Act, you can send them a "cease communications" letter and that will be all that you need to do. Per this law they must cease collection activity.
Send the collection agency a letter via Certified Mail + Return Receipt (NOT regular mail) stating:
Per the Fair Debt Collection Practices Act, cease all communications with me about this alleged debt. This letter has been mailed via Certified Mail with Return Receipt. Receipt of this letter is being officially time stamped.

If the debt collector calls back, tell them that you have officially sent a certified letter to them to cease communications with you per the Fair Debt Collection Practices Act. If the phone harassment continues....next time they call, read the following statement:
Be advised that this call is being recorded. If you do not consent to being recorded, you need to terminate this call. Continuation of this phone call after officially being informed that it is being recorded implies consent to be recorded. This recording will be used to pursue Fair Debt Collection Practices Act violations in a court of law.

Send them a cease commucations letter via certified mail with return receipt requested. Also go to www.budhibbs.com for more information on these scum bags. Good luck and fight back
