Fred Lincoln Duncans aka Ray has a construction company called Ray Duncans Construction. The phone number is disconnected and when it was working no on ever answered. The website looks impressive. When you click on the about us page and then click on different members of the company you are redirected to a South African Company called Aveng Grinaker-LTA. The websites for RAY DUNCANS CONSTRUCTION and AVENG GRINAKER-LTA BOTH Have the same pics on them of the same construction projects. When a person does a tax search for the Washington DC business RAY DUNCANS CONSTRUCTION there are no tax records for the company. Mr. Duncans seems to meet woman on dating websites.
He will not send a picture of himself so that his profile pic can be compared. If he calls the person the calls come from several different places such as Washington DC, LOS ANGELES and Florida. Some of these numbers are magic jack numbers. Within a couple of weeks he says that he has to leave the US for a job in South Africa which he travels to periodically. Shortly after getting there he starts having business problems and has no money. He wants the woman to send him money and he is asking for you her account number so that he can transfer money from her account.
When he is told no that there is no money to send he wants the person to ask friends and family for money. He wants the person to take out payday loans and send the money to him with the PROMISE to pay the person back along with the phone bill. He will have you go to a South African bank website put in his PIN numbers and you see an account that has $4 million in it that is "Frozen" until the job is completed. He will also send you an email that is what looks looks like a scanned contract for the "job" he is supposed to be completing along with the sums that he is to collect once it is completed. There are scams called 419 SCAMS. These are West Africa and South Africa scams.
419 Scams A particular form of Internet based con job is that of using a seemingly plausible story involving large amounts of money, which the sender promises to someone who helps them out. Initially it involves the recipient sending a bit of their own money to the fraudster. One of the more common frauds in the newspapers is that of the 419 scam whereby someone is sent an email allegedly from someone in West Africa claiming to have millions available with the help of the right foreign party who is able to help get the money out of the country, but often only if they can help with some initial costs. Some people have been defrauded of large sums of money already and some people have also been arrested for perpetrating the scam.
