A Regions Bank customer wrote me a check on Regions Bank. I took the check to Regions Bank to cash it and they said they would not cash the check unless I paid them $10.00 because I was not their customer. I pointed out that the check was on Regions Bank and the person who wrote it was a Regions bank customer. They still refused unless I paid the $10.00. What a ripoff. They won't even cash a check on their own customer's account without a payoff.

The person that wrote the check and is a Regions customer issues the checks they write in good faith that those checks will be honored and chances are THEY pay a fee to the bank for handling their financial business for them, ie.. monthly service charge.  They are charging a fee to honor checks that are drawn ON THEM. That is insane. I work at a bank and we do not do that. We honor all checks that are drawn on us whether the person cashing the check has an account with us or not as long as we can verify their identity, and if the funds are available, obviously. I had heard people say that Regions has this policy but I didn't believe it until now. What shocks me is that people would defend the practice. If I wrote a check to someone and then my bank made them pay a fee to cash a check that "I" had written, I would change banks. I would also not accept a check from someone who used a bank with this policy. If enough people refuse to accept Regions checks, then they will have no choice but to change their policy. It would be one thing for Regions to charge if they had no chance of recourse, which I still think doesn't justify the fee, but they don't even carry the burden of recovering uncollected funds on a check that is drawn on them because those checks are paid first. So what is their reasoning?

I can remember back to the 70's when I first cashed my paycheck at the bank it was drawn on and they always charged a fee.  I had to open an account to avoid that fee.
LOL there is a commercial on TV that goes "what do ya live under a rock?"

When you cash a check at the bank YOU are not their customer.  You are taking up the time of their employees from actual customers.

Just about every major bank will charge a fee to cover this service when a non-customer wants to cash a check, and I would bet that your regular bank would be included in this.  Most banks will charge in the $2-$10 range, so yes $10 is on the higher end.

But this fee is still your choice to pay it or not.  You can deposit in your account for FREE and take all the risk that the check is good.  Or you can pay what is basically this "Convenience Fee" and let the bank take the risk.  Because yes even if they cash the check, it could still be a bad check.  But unlike when you have an account at a bank the chances of them finding you is low.

As for your bank holding the check for 1-2 weeks.  There is something known as the Expedited Funds Availability Act(Reg CC).  This governs how long a bank can hold a check.  If they would hold that check for 1-2 weeks that means one or a combination of a few things that are increasing the risk that the check may be bad.

You have a history of overdrafts, the check is for a high amount, it is written on a "non-local" bank(different Federal Reserve Branch), it is a new account, or there is some other reason that they feel the check would be bad(such as that check has already been returned as an NSF).

When you receive a check that may be of some concern if it's good or not, it's better to cash it at the bank on which it was written to assure it clears. If I had cashed or deposited the check into my account at my bank, it would have been 1-2 weeks before I would know if it cleared or not. So no, it's not always better to just take the check to your own bank.

It's not a scam or a rip off because the bank did not deceive the customer or commit fraud. Just deposit the check into your bank account as previously recommended. Easy fix.

in Brussels how it this a scam.  This type of business has been going on for years.  Everytime my father used to give me a check off of his business acct they would charge me to cash it (Bank of America).  Now I just send it to my bank - easy solution.

This is a common scam increasing in popularity to leech more money off the consumer.

I hear that some of the big banks like this one are planning on charging a "cash handling fee".

As long as they can get away with these things they will keep implementing them.

And WHO is keeping these guys in business?
