You seem more upset about having to wait 7 days to get your service reconnected, rather than having it disconnected in the first place for what you say is a current bill.
When you say current what do you mean? Do you mean not 30 days past due, not 7 days past due? Are you really saying that they are actually disconnecting your power BEFORE your due date with no other balance due? Perhaps you can tell us when your bill is due for the last few months, when(and how) you are paying them. Why do they say they are disconnecting you?

The services can be disconnected anytime between 7am and 12am and my services were disconnected at 8pm and can not be reconnected until 7 days later. Five business days not counting today, which is actually 6 business days. I don't understand how or why no earlier appointment is ever available each and every time my services are disconnected for the current months charges. My services have never been disconnected for past due amounts, but the services can not be reconnected before 7 days each and every time.
