Beverly... there are a host of government agencies that investigate this kind of fraud, including the FBI, FTC, and Postal Inspectors. The Postal Inspectors seem to be the most vigorous pursuors of such cases nowadays. I'm not sure where in Indiana you are, but they have offices in Detroit, Chicago and Indianapolis (I think). The FBI has offices in most medium and large cities, and their numbers can usually be found in any phone book. The FTC is very approachable and helpful to your face, but not very vigorous in actually investigating complaints (I think they're more of a clearinghouse). The Attorneys General of your state and the state where the company in question is located may also be good people to contact. Per civil recourses, there is no substitute for a lawyer's advice, but bear in mind that your damages are only 32$. Just a side note... you are no worse off for never having recieved this book. Actually, you are probably better off because now you can spend your free time reading or doing something worthwhile instead. I have studied the art of gambling very intensively and have yet to find a single system for any non-card games that don't involve flawed mathematics or faulty notions about how machines work. There are NO games that involve things spinning or rolling that can be beaten continuously. Think about it, if you found a way to beat slot machines, would you waste your time writing a book about it and risk jeopardizing your system? There is no worthwhile gambling advice that isn't offered for free somewhere on the internet. NEVER NEVER NEVER pay someone for gambling advice.
