In October of 2012, I was going to move to Harlem. I found a listing on Craigslist and I contacted the owner. When I arrived, the place was still in contruction however it seemed to be a nice neighborhood and the people living in the building seemed OK. I visited a few times and I inquired about having a some custom funishings for the room. The owner Steve Kates, told me he would have everything completed before the November 1st move in. I was given a lease and I signed it and gave him a check. I came back a few days later and I asked to see the apartment but he never showed up. I then contacted him on the phone and he told me that we was going to give me the keys. Never showed up. I vistited the place again demanding for some answers but instead I found a notice on the door stating that this property was an Unsafe Dwelling and it was an illegal single room occupancy that was never approved by NY. I took a picture and asked him about this and he hung up the phone. I asked for my securtity deposit back but he refused to give it back. His employee Joe told me he does this to everybody and thats how he makes his money. He also told me that the building does not have proper electric or gas. I ended up going to small claims court in and out for the last two years. Steve showed up to the first three hearings but then never showed up for the final judgement, probably because he knows he does not have a chance. I ended up winning the court case for about 3,000.00 however, its impossible to track down this theif's information. If you have ever delat with small claims court, you know that its almost impossible to track down this scum. This is why I am contacting your team to investigate. Not only did I find out that I was scammed, but through public records, I found he had a reptile museum in which he was sued for animal abuse. He also was a huge real estate scam artist who made millions and then filed for bankrupsy because he never paid his bills and abused his tenants. Enough is enough. I want justice!!!!

This scumbag owns an apartment complex at 101 Boardwalk Atlantic City NJ...he treats tenants and property like garbage...he had a major scam began approx. 8 years ago... for sale "Highrise Condos"SCAM. He pushed out the Elderly Jewish Population that once dominated that area, sad... I cannot believe he still has not been prosecuted. I guess he fits in well with those in "power" there
