There is no such organization. If you are referring to the Federal Trade Commission, it is their job to inform consumers about scams. They do this by dissemminating valuable information about ongoing scams. It is not their job to respond to each and every individual and decide whether or not their particulars constitute a scam. They give you the information and it's up to you to use a little bit of judgement.
Let me summarize their position on people who call you up and tell you that you've won free money. IT'S A SCAM!!! That's why you ignored them for an entire month. Why you didn't continue to ignore them is beyond me.
If you're still mad that the FTC did not respond to you personally and let you know you were being scammed, let me recommed one of their web pages. It took me all of 10 seconds to find this one.

Lastly, a con like this cannot exist without the greed of the victim. Next time someone tells you that you're getting something for nothing, think again.
Sorry if this sounds harsh, but if you think you can rely on some government agency or anyone else to protect you from scams, you will be sorely disappointed. The only one who can really stop you from giving your money away is you.
