Frank Carter, owner of Blind Cleaning Specialists Formally Shine-A-Blind Local Pastor took payment in full, cashed check immediately, never ordered blinds. After numerous demands, blinds that were installed, 2 months later, are WRONG blinds. Will not refund money or take Kennewick, Washington
