I used to love living here until my upstairs neighbor decided to retaliate my noise & smoke complaint(s) by subjecting both of us to constant noise harassment for over 3 years. I was even accosted a couple times when I was alone in the laundry room at 7AM and taking out my garbage. I do not know this man and I barely spoke one word to him at all. As a middle-aged female, I find that kind of behavior quite threatening and disturbing.

To make matters worse, the complex fell into the hands of a gluttoness new management company who  not only raised the rent by $100 dollars(for a one bedroom apartment)but also allowed a practically devout fascist to oversee the complex. She never failed to be sarcastic or condescending toward me, even when I spoke to her over the phone or visited her office on one occasion to renew my lease. Her rudeness and lack of professionalism was simply uncalled for.

I notified her of a crack in my ceiling I'd made on accident. Although I'd put in an immediate request for maintenance, it took a little over a month for them to come out and assess the minor damage. Once they finally did come out, she calimed they could not repair it and that I would have to repair it myself. I informed her that it was not within her rights to demand that a tenant perform their own maintenance work. She then began back peddling upon learning that I was planning to move out. However, it was only an act.

Upon being notified about my upstairs neghbor's constant harassment(following me from room to room 24/7 and making loud noises even with a hammer)and being presented with the evidence on audiotape, management still failed to handle the situation AT ALL, let alone properly.

My former neighbor(Thank God)called a meeting to stage a scene that he was an 'innocent' victim of discrimination when he was infact the perpetrator. He also began keying my car daily and setting off his car alarm all times of the day and night. He was even smoking marijuana outside of my apartment so that the smell would permeate my apartment(another issue I had complained about often).

The acting mananger(let's just call her CeCe)was very hostile, sarcastic and condescending concerning the entire issue. Not only did she not take my claims seriously concerning my neighbor's violation of my right to quiet enjoyment evidence, but she literally laughed in my face, sided with my neighbor and did not so much as rebuke and admonish him to discontinue his unacceptable behavior. I feel that the issue was ignored completely and that I was not taken seriously.

As a result of the time wasting, failed 'meeting' my neighbors noise harassment only grew worse and he became even louder and more aggressive until I was so stressed that I ended up having no other choice but to move out. Cece could have cared less. How many more good tenants who followed all the rules, paid their rent on time(ahead of time 90% of the time)and respected all their neighbors does she need to move out until she realizes that harassment complaints SHOULD be investigated, taken seriously and handled through proper channels through appropriate measures?

This place is practiacally dilapidated and needs a serious update. The front lock to the building was broken several times(obviously by a tenant who is too cheap to have keys copied)and was finally put back in upside down. They will not notify you properly or many times at all(as they're supposed to)about temporary water shutoffs. I did not receive my full security deposit upon moving out although I owed these people no rent/back rent. I honestly would not recommend this place to a drowning rat who was in need of refuge.
