Dear Victim,
I truly understand. My husband and I have a loooong story with many common elements of yours. Our order is in Virginia and we have no order in PA where the ex spouse lives but we got lucky, sort of. The ex had the gall to claim my stepdaughter on her taxes which flagged mine when I attempted to submit. So I could not submit mine electronically, thank goodness. Not only was she collecting money for a kid that lived with us, she was trying to get the tax return. Because of that flag, IRS told me to file injured spouse manually. Had the taxes not been flagged I would not of had an opportunity to do that. I make significantly more than my husband and Virginia took his state taxes and PA who has no order took his federal taxes against arrears that did not exist and they would of been more than happy to take mine.
As I am sure you are aware, there is no way to stop these people, they ruin lives and don't care. They aren't even helping the kids, they are hurting them.
