I have four scooters, and this is a problem I've run into. A lot of the scooter shops won't even sell you parts unless you bought the scooter from them. Not nice, but that's how it is. Part of the problem is that a lot of the scooters are JUNK and the dealers know it. Don't buy a no-name scooter made in China, because they have very poor or non-existant parts support even for commonly needed items like wheels and hand controls, and the scooters do break down. The really junk scooters are sold at swap meets, discount auto-parts stores, road-side stands, etc. Visit the real shops to ensure you'll have the support you'll need, on a brand you're sure they stock parts for.
