Edward Humphrey ripoff - Not getting permits for work, not paying subcontractors, not returning calls, and demanding money Kenilworth New Jersey
Edward Humphrey said that he had all of the proper permits for the work down on our house. He did have permits for the roofing and siding. He even showed us plans for the bumpout that were on file at the town hall which were not. We held firm that there would be no final payment until the town inspected all of the work.
The work dragged on for months, the subcontractors were telling us that they were not getting paid, and we started getting suspicious when he sent 3 of his foreman to get his final payment, or someone from the office would say that it had to be paid now. I went to the town hall to find out that there were no permits for the bumpout addition as well as some other work. He first told me that I did not need permits to get the money. Later, he told me that the plans/permits were not included in the contract and that I should pay him. I filed a complaint with the BBB. His first response to the complaint was that the plans and permits were not required.
After my rebuttal, he did not respond again. He got sited by the town and had to be in compliance by a certain date which came and went. I sent him registered letters to which he never responded and gave him yet another date to be in compliance by. He accrued fines for a couple of months from the town, and now the town has filed a case on him in Elizabeth. He showed-up at my door un-announced months later, and said that he was going to straighten everything-up with the town hall. I told him that he had breached our contract, and I had already got someone else to finish the job.
The only excuse for not returning my calls or getting in touch with me was that he was really busy! He still went to the town hall to file for a permit which I had the town revoke immediately. There is a lot more to this story, but this is a good part of it.

This is in response to all posted comments on this website. I would be more than happy to discuss with any valid client that had contract with my company over two years ago a resolution. I have not had 1 opportunity to talk or discuss the events that had occurred May-July 2005. I would be more than happy to discuss the actual issues and the pending contracts that were in place at that time. I have started resolving substantial valid refund issues with clients, payments restructured over a set monthly time frame. I feel that this website has been utilized for homeowners to vent their frustration, which I completely understand. After two years of nothing being resolved I am ready to reach out and give the homeowners an opportunity for me to make the situation whole again. Unfortunately, Edward Humphrey is out of jail and back to his old ways! Scamming the elderly out of thousands of dollars. Who knows really how much money this man and his associates at boultes Contracting aka the Florida Roof Doctor have acquired. To be brief, this Company along with Edward Humphrey have taken a $10,000 deposit to replace and retile the roof of an elderly friend of mine here in Miami! They are operating anonymously through cell phone numbers and toll-free 866-SOS LEAKS. If you know anyone that has recently fallen victim to this fraud, Please notify the BBB or your local and state officials.

Hey Ed. You are the one who lied to me for months and apparently you did this to many people. It appears to be your habit to not get permits for people. The newspaper said that you have a criminal record in multiple states which is not surprising. It is ashame that people like you take advantage of others honesty. This is why you are in jail.

After dealing with Mrs Cartisse and her project I am stunned that she would utilize this website as extension, not to fullfill her obligation of paying for a job that was completed. After installing her roof, Garage door,Building a portico,Installing Gutters and Stripping her whole house, Installing real cedar shake and also painting. All of which we filed for permits.It was in our contract. Coincidently she hasn't reimbursed us for them. We had a seperate contract for a small bump out addition. Clearly stating plans and permits not included. We provided her with a sketch for the addition in which she files for the permit. Mrs Cartisse called many times stating she wanted a start date. We delivered all material and framed the structure in a day. We completed the interior. when payment was owed she refused to pay us 10,000.00. I then hired a architect and paid 1400 for detailed plans and also submitted he plans for the permits which were issued. The day we dropped off the permits and plans she acted stunned. To date Mrs Cartisse owes us 11,629.00 Fortunatelly we documented the whole job, filmed the siding and pictures of the bumpout. I have worked on over 2300 contracts in the past two years. You run across homeowners who just don't pay. theonly reason why severl people weren't paid is because Mrs Cartisse hasn't paid us. When we get paid they get paid. A civil judgement we put an end to this.
