We have a new meter from Pacific Power "digital" new as last 5 years new and I'm a "tester" the only Native American and African American home on 2 block beside 2 new builds and 4 home with Mexican American. I was told "tester" by Oregon Utility Commission they also stated why these are tamper proof. Why the rip off report to say look at my issue look at this, I'm questioning it all the why and reason. Start with testing why us and why after it was installed did our bill go up $50 +/-, OUC state the digital are more honest then the old analog. Mom lives next door has old heater and 1st cold day in September heater on and 80 deg. until now May off I had to turn it off. Then summer hit's and the AC on all day and night yet bill's lower. I went green LED whole home and energy star. That meter jumped in my bill by $75 the meter if it's just digital after Itron who make's the meter states all Pacific Power need to do to get RF is add an antenna. With all the issues with the RF meter was mine a issue they hoped I would not speak off. We have what's seen as a transmitting meter, yet mine no antenna but have to ask as a Ham. I know with my radio no antenna works I'll not have the distance or range yet can still send and receive and after a while burn out the radio. My high bill could be too high because no antenna, yet P.P. they state no change in meter you have to keep it. I also have to state the makers of the meter Itron made me feel it was in the meter the RF board just not on as Pacific Power account at this time as they did not pay for that at this time wanted to wait to see if it was safe, and saves in cost as PG&E was RF. I have seen the meter about 3 months ago read 30K then seem to jump from 30K to 86K kwh and yet they state I'm wrong. Plus my bill has been winter Oct-Sept $45-$80 then $225.00 kwh. We have usage chart one office question with in P.P.  from 426 kwh a month to 2084 kwh same month 1 year later. The power companies stated they will test, I feel a scam or con why? I know that's it's a computer I keep it simple as I asked Itron using a cars computer as example and you have code see the red light on dash. I have a code scanner that will if I want to remove that codes "test it". I could then do DEQ and pass, as DEQ scans code small code OK with this test or scam. I would guess they could remove any code state it's fine and I still have a $200.00 a month bill. Itron rep state sure but not allowed do I trust them, Why just state to me all they have to do is scan not replace. I need to ask why will they not just stop all the BS and replace it. I found other stating these meter doing high readings one had to do 3 years in court he won their case. That was a dio that shorted and his was scanned by P.P and 3rd party that party stated tampered yet the homeowner hired them. The power Co. state he tampered with it, no power ect. Then a 3rd party who made it took it apart that state the scanner would see all's OK and no one tampered with it. Theirs 100's of these online questioning these meter so is Pacific Power knowing their wrong yet stick to the we'll test only to rob the consumer. Plus I want others to call, bother, harass and look at the meter on home is it reading right. Test it turn off all in home goto work, take picture of the last # when you get home look and a picture. Then turn on breakers say something if your moves and no one's home and no items on a refrigerator and freezer can do fine for 9hr. or run a cord to a neighbor tell them of the test.
