The clerk was correct in stating that unless the package was packed with peanuts or packed correctly as per the UPS packing guidelines located here http://www.ups.com/content/us/en/resources/ship/packaging/guidelines/how_to2.html then the packages cannot be insured. Who uses newspaper or any paper to ship fragile items? Not UPS. Paper does not absorb shock like packing peanuts do so if someone were to ship something wrapped in paper then there is a high chance that it will not survive the trip. Packages should be packed to withstand a four foot drop and a 1000 pound box stacked on top. On top of that you have to use a stable box which is explained in the link above. So The UPS store is not at fault you should be happy they took the extra time to pack the item correctly unless the item was broken during transit.
