On January 18, 2010, Mr. Borg stated he was a California State Licensed Flooring Contractor so I entered into a contract with Anthony Francis Borg, aka, Hardwood Floors by Tony Borg for $7,000.00. Mr. Borg worked on removing the carpet and under cutting baseboards at my home with a crew of one for one day and refused to identify flooring sub-contractor who actually installed the new hardwood floors with a crew of four on the second and third day.
 
The floors cupped and split in June 2010 whereas Mr. Borg refused to repair the floors. Having given the run around by Mr. Borg I researched and found out Mr. Borg was an unlicensed California State Flooring Contractor, no Bond, no Business license, no California State Resale License, and pays cash to Wholesaler Golden State Flooring for material without a valid California State Contractors License.
 
In late August 2010, I reported Mr. Borg to the California State Contractors License Board. The California State Contractor License investigative unit found Mr. Borg in violation of California Law and turned the matter over to the San Mateo County District Attorney in mid November 2010, Public Record Court Number NM398825A.
 
In late October 2010, I filed a Civil Lawsuit against Mr. Borg and Golden State Flooring in San Mateo County, Public Record Case Number CLJ500195.
 
In mid February 2011, Mr. Borg filed for Bankruptcy in the Federal Court, Public Record Case Number 11-30548 TEC7, which stayed all legal matters concerning Mr. Borg with exception to Bankruptcy matters only.
 
April 15, 2011, Mr. Borg pleaded guilty in San Mateo County to Count 1, a violation of Section 7028 of the Business and Professions Code (Misdemeanor-Contracting without a License). The court placed Mr. Borg on two years court probation, without supervision. Sentencing is August 15, 2011.
 
August 15, 2011, Mr. Borg pleaded guilty again and ordered to pay restitution for $12,500.00.
 
June 27, 2012, The Bankruptcy trail took place and Mr. Borg is entitled to Federal Bankruptcy Protection under Federal Law with exception to the State of California case NM398825A against Mr. Borg for $12,500.00.
 
Beware Mr. Borg stated in court yesterday, I have been contracting work and sub-contracting work for the last twenty-five years without a California State Contractors License. In addition, Mr. Borg revealed the fictitious sub-contractor mentioned January 18, 2010 as E&R Flooring. As it turns out, another unlicensed California contractor performing work without paying Taxes and hiring illegal immigrants.
 
During Discovery of these cases, I was able to obtain certain information about Mr. Borg. From mid 2006 through February 2011, Mr. Borg purchased $208,136.41 worth of material from Golden State Flooring. Mr. Borg acting as a Licensed Contractor marks up material 20-25% to the homeowner for profit without paying Federal and State Taxes. Mr. Borg is rather clever by using several companies to purchase material with cash, hides his assets, shows no assets of any value in Court Documents, and lives in the basement of his mothers house. Mr. Borg pays all his workers on a cash bases and hires anybody he can find as a non- licensed contractor, especially illegal immigrants and non-licensed sub-contractors.

The bottom line is, if I had not reported Mr. Borg to the California State Contractors License Board as a non-licensed contractor , Mr. Borg would walk free and clear from all liability under Federal Bankruptcy Protection Laws leaving the homeowner with no recourse against Mr. Borg. The State case is non-dischargable under Federal Bankruptcy Law. Mr. Borg uses Pro Bono Attorneys to defend himself in Court and knows how to work the Court system to his advantage. Whereas now, Mr. Borg is no longer protected under Federal Bankruptcy Laws having filed Bankruptcy for $25,000 leaving his cleverness and intelect wide open for future lawsuits by other homeowners for seven years.

To complicate the last Civil suit standing, Higgins Lumber Company subsidiary Golden State Flooring filed for Federal Bankruptcy Protection June 26, 2012.
