Try sending the college a 'Debt Validation Letter' by Certified Mail. If that does not work, inform them of your intent to file legal actions in small claims court where your case can be heard before a judge. Be sure to include in the complaint that you wish to compel the release of your transcripts. I have similar issues with a different college that scammed me and is holding five years of transcripts, a certificate, and is demanding payment for services not provided. Good luck dealing with a money hungry educational institution.
