I ordered cell phones and the USPS person left my cell phone package on my front steps in broad day light without any notification. I receive an email the day the after saying it was delivered. I figured since I didnt see any notice, they took it back to the building. I went to the USPS building to pick up the package and was told the delivery person left it outside, and it was nothing they could really do about it....

Well the package is missing and nobody had an answer for its whereabouts and that is flat out unacceptable. Unacceptable you just leave a package out in the opening with no note attached. It should be a rule in place that if nobody is home, the package is taken back WITH A NOTE. If the package is reported as delivered it should mean someone has taken it in, with signature as proof. How does it work? Leave it on the porch and no disciplinary action?  Now I have to wait 8 days for another phone to come but I told Walmart dont send to my house this time. Ship the phones to a local Walmart store where I can then pick it up. I believe noone will come in there and take my package from them

The USPS and UPS are not the same thing.  The USPS is the United States Postal Service and UPS is the United Parcel Service.

Either way, the delivery company will leave the package at your door if the driver thinks it's in a safe place.  You should contact the shipper and have then contact the USPS/UPS to start an investigation.
