Webhostingpad.com is the worst hosting company I've ever worked with.
I purchased a hosting package a year ago. I paid for everything up front. After one year, they tried to auto-rebill me for another year's purchase, even though I did not authorize an additional purchase.
However - my credit card had expired. So they couldn't auto-rebill.
They then sent my information over to a collection agency, who called and harassed me to pay them for the illegitimate charge.
The fact that it's a measly $83.90 isn't the point - the point is that I did not authorize a charge, and even after trying to communicate with them, they refused to work with me.
There are several hosting companies that I use and recommend - but webhostingpad.com is NOT one of them. Their customer service is lousy, their product is lame, and their "forced continuity" program is anti-customer.

Webhostingpad.com is not a rip-off. Webhostingpad.com uses cPanel/WHM as their hosting panels, and that suspension page is a generic suspension page that cPanel uses. You may see this page for a few reasons. The most popular reason is when you DO NOT PAY for your hosting. Another cause for suspension is if a phishing site or spam is being produces from your site. SO YES if you had someone else log into your account and setup a malicious shop then they have every right to suspend your account to protect themselves from being blacklisted. This is listed in their terms and agreements on hosting. Just cause your files were deleted doesn't mean webhostingpad.com did it, it was most likely done by a hacker cause of the fact your account was hacked into (logged into by someone other than you). I have no comment on the ticket system or their money back offer. I can however tell you from first hands experience that majority of the hosting companies will not help you get your site going. That is your responsibility, and they will not help you upload files etc.. You have to understand how hosting works in order to see the "other side" of this story. I know cause I own and operate my own hosting company. I know exactly how it works and all the "behind the scene" stuff. (No I do not own or in any way affiliated with webhostingpad.com) What I can tell you is that webhostingpad.com is a legit hosting company and a very good one at that. Their practices are on par with other hosting companies.
