I've used Bidz.com a number of times. Never had any real trouble. But a tip for anyone who makes a purchase online: Always read the return policy before you commit to a purchase. Since you're bidding online this means you are most likely using a credit/check card to make your payment. Card issuers are bound by the merchant's return policy (even if that policy is "no refunds") and their dispute process will not protect you if you don't abide by it. 2-4 weeks, while long, is actually within the time frame a merchant is allowed to process a refund, at least per Visa regulations. If you are promised a refund and it is not received within 30 days, then you can file a claim with your bank for recovery. When all is said and done, I'd say you're fortunate that there isn't a restocking fee, or some other fee that will subtract from the value of the refund. Return the item, and explain what happened to Mom and tell her that she'll get a belated gift before President's day.

Receiving a defective piece of merchandise can be very frustrating. However, the company did say you could send it back and get your money back. The 2 - 4 weeks is bad, but thats the chance you take buying online. I would consider a ripoff if the company stuck you with the merchandise. They want to make it right, so can you tell me how exactly you are out money? just to be clear, I have no affiliation with that company.
