Maybe it's because I'm not deaf (yet) but I have no idea what the problem is here. Can you clear it up for us hearing folks?

What do you want the store to do? Relatively few people know American Sign Language and the ADA does NOT require any merchant to have ASL interpreters on site. Are you aware that there are social service agencies that will provide an ASL interpreter to perform every day errands with folks who are hearing impaired?
Also, how many different stores are you going to report?
Finally, the word you want is COMMUNICATION, not commutation.
