As the guy above said, often employees swipe reserve goods. However recently there's been a crackdown on that, and employees aren't allowed to take reserve items unless there's extra. Whether or not this is enforced is another thing, but (at least in my district anyways) they are starting to get strict about it. Also, they are "while supplies last" and often stores don't receive enough to give it out with all reserves (hence the recent crackdown on emp swiping). If you're insistent on getting your reserve item (understandably so), you can usually either talk to the store manager about trying to find one for you at another store, or you can call corporate line and request an item be found for you. Nine times out of 10 they are able to locate your item. This, of course, comes from my district in the Dallas, Tx area. Sounds like your employee was an idiot. That unfortunately happens in retail, especially game stores.

I used to work at GameStop for about two years. We would always get first dibs on the Pre-Order items. And, normally thats all there was enough for.

Gamestop also did this to me when Halo 2 came out, they stated that because I had reserved and paid it off so early, I would get the collectors edition upgrade free. Of course, on the night it came out, all they handed me was the standard edition. I asked, but they simply laughed it off and acted like they'd never heard of such an offer. Next time Gamestop offers me anything, I'm going to ask for it in writing. I buy most of my games online, or from department stores now- At least they don't make false promises, and they have NORMAL return policies.

When reserving that game, you SHOULD have received a free gift when you picked it up. However, this wasn't only for the people who reserved the collector's version of the game. EVERYONE who reserved that game should have gotten a sealed package containing a poster, post cards, and some other goodies. Unfortunately, the guys at the Gamestop you went to must have kept them or tossed them out..
