Jagex only uses their secure message center to contact customers. They do not use email. If you son's account is lock it is most likely due to the fact that it has become compromised and someone else besides your son has accessed it. They locked the account to prevent it from being used by unauthorized person. Follow these steps: First scan your PC to ensure it is clear of any Keyloggers or Trojans. These are often used in by script kiddies to "hack" Runescape accounts. The most popular methods of getting them on the target victim's PC is scripted Emails and Malicious websites. Then go to the Runescape site and chose the option "recover a locked account" under Account recovery section. It can take 3 or more days to recover a locked account because Jagex wants to ensure they give the account back to the right person.
