My husband and I live off a busy street in the San Fernando Valley. We both received parking citations one minute apart for parking overnight under an overpass. The only parking signs were 20 yards down the street from our cars, and were completely covered in graffiti and stickers. We both contested our tickets and were informed the investigation would take 90 days to complete. Note that you're not eligible for district permit parking or DMV services like registration while you have outstanding parking tickets!
100 days later, I called the Parking Violations Bureau to get an update on my contestation. Still under review. 120 days and two angry letters later, still under review. Finally, I copied the City Controller (responsible for auditing these departments) in a strongly worded letter demanding resolution of the citation and that my right to due process had been violated. I reported the defaced signs to the District Engineer's office, who came out and replaced the defaced signs, proving that they were in need of repair. My ticket was promptly thrown out.
My husband was not so proactive, figuring that, as long as he didn't have to pay anything, he'd let it run its course. EIGHT MONTHS LATER he received a letter stating that his ticket was upheld, and he owes $60. They apparently did an on-site investigation seven months after the citations were issued (NOTE: four months after the signs were changed!) and determined that the signs were sufficiently clear.
Nine months later, we are still fighting a citation that should never have been issued in the first place. This department is literally run by half-wits.
