This is a group of People from the Phillipines that are using VOIP (Voice Over Internet Protocol) phones to call folks trying to get them to send $199 to get a payday loan...OF course the phone number runs through a computer connection and there fore is not traceable by poeple in the general public. The company they are using in the Seattle area is Level 3 Communications. All Level 3 does is provide the oportunity to use VOIP communications, for all people, not just these knuckleheads in teh Manila. I am sure if you could Identify who was using these lines for fraudulent activity they might block them...but they would be right back the next day from a different phone. Best to just ignore the calls. Local law enforcement is not able/interested in attending to this type of attack.

You may need to register your phone number to the https://www.donotcall.gov/ site. Then if they keep calling your number again, you could report them to the site. Hope this help.
