This complaint is filed against Mantrans, LLC and it’s owner Darrell B. Moore who also operates Global Re-manufacturing. Both business are located at 4920 Woodlane Circle, Tallahassee, FL 32303.
On August22, 2014, I reached out to Darrell regarding a E-Bay was under the id “bestmt68” for a Honda 225 HP EFI Four Stroke outboard motor Item number 281419226716 (Attachment # 1). From August 22 to 27, 2014, Darrell and I spoke on the engine posted and Darrell indicated that he had access to some more engines and he would make sure that I got the best one from this upcoming auction. However, to pull this off and to make payroll, if I could help him out with the cash up front he would be able to go to the auction. The original plan was to pick up the engine on August 28 and work on it the following week Tuesday since Monday was a holiday. Ship the engine by Sept 5, 2014.
Unfortunately, I started getting suspicious when Darrell insisted using Pay Pal for the purchase of an engine that was not the one advertised on E-Bay. I felt like this was a bait a switch. Darrell stated that he wanted to run the payment through Mantans, LLC. I advance Darrell $3000 towards the purchase of the engine and his agreement to the following (See attachment # 1):

My repeated attempts by text, email and phone to get all of the items including the engine were unsuccessful. The engine finally arrived three weeks late but can not use the engine because it is key parts to test and run the engine has not been provided. While Mantrans provided a picture of the serial number, I ran a check on the serial number to make sure the engine wasn't stolen. Thus far the engine came back clean.
The following summarizes the dates and communication or the lack thereof with Darrell regarding the status of the engine and his failure to honor our agreement.
Sept 3, 2014 - I sent two text to Darrell asking about the status of the paperwork and engine. No response.
Sept 4, 2014 - Darrell called to apologize about not sending the Bill of Sale. Also, let me know the engine wasn't picked up as promised.
Sept 5, 6, 9, 10, 2014 - Sent texts and called Darrell regarding status and ship date of engine. Darrell returned my call on Sept 10 to let me know they have the engine and he would give me a full report of what's needed to be taken care of later that day. No return call.
Sept 12, 2014 - Follow-up call to Darrell again on the status. No response.
Sept 15, 2014, - Text and e-mail to Darrell notifying him that due to his lack of communication and continued need to apologize for delay after delay after delay, if they could deliver the engine by that Friday Sept 19, 2014 that we could cancel the deal and I would request that my bank reverse the payment. At this point we are three weeks behind the original agreed to delivery date.
Sept 15, 2014 - Darrell finally returned my call and indicated that the water pump, trim and shift shaft needs replacing and he would be sending pics and confirmed that the engine only had 206 hours. He express dissatisfaction that they had to completely clean everything and replace the trim and pump. He explain that he had employee problems but the motor would be shipped by week (Attachment # 02)
Sept 20, 2014 - Sent a followup not to Darrell regarding the correction needed to the Bill of sale on the hours because there was no reply from Donna on my previous e-mail regarding the same.
Sept 22, 2014 - Still no engine or parts. Sent text to Darrell regarding status and informed Darrell that his business practices and lack of communication were unacceptable. I only asked that there be communication every step of the way, because I was getting concerned that this was a SCAM.
Sept 23, 2014 - Called and text Darrell regarding status. During a call, Darrell claimed everything was almost done and he would be shipping the engine out and the other items by the following week.
Sept 24 -25, 2014 - No communications from Darrell when I repeatedly ask for a shipping/tracking number and discovered that Mantrans LLC withdrew the remaining amount due (without my written approval) and only shipped the engine without the remaining items. The engine showed up on Saturday Sept 27, 2014 and the crate was damage. Upon inspection it was discovered the engine wasn't properly packed and the engine paint was damaged. Sept 28, 2014 sent text and e-mail informing Darrell of damage and Darnell admitted that they ran out of bubble wrap and it would have cost him $55 dollars to get another roll. The cost of repair will greatly exceed $55 dollars and now you have aggravated your customer.
Sept 28, 2014 -Sent pictures on damage to engine from shipping. Darrell responded on Sept 29, 2014. Didn't really agree on how to handle and said I could send the motor back and they would take care of it. I informed Darrell that I would get a quote from a body shop to repair. I expect to be fully reimbursed because of their negligence in packing the engine.
Sept 30, 2014 - Informed Darrell that as best we could tell there wasn't any other serious damage to the engine that we could tell. In addition, I asked for another updated bill of sale.
Oct 2, 3, 4 and 6, 2014 - Requested tracking and shipping information for the remaining items necessary to make sure the engine runs properly. No reply. Oct 6, 2014 I sent a text and VM to Darrell indicating the Marina has installed the engine and can't do anymore without the remaining parts. No reply.
Oct 7, 2014 - Informed Darrell via text and e-mail that I can't put up with the lack of communication and unethical business practices. I was called my bank to reverse the unauthorized charge of $3000 and I will not pay the difference until he makes good of the items agreed to within a reasonable amount of time. In addition, we discovered that there is a key part the goes over the cable and wiring harness on the engine that is missing. No reply.
Oct 7, 2014, Second called to Darrell to get a commitment of when he will honor his part of the contract and he only offered excuses and hung up on me. Darrell may have been surprised that I called the company direct and was able to get the number. Every time he called me from the company the phone number was blocked. Called back and shared with Darrell how his business practices have cause me delays and financial damages. His reply was to send the engine back and he could sell it for more money and didn't display a Customer Service attitude and try and save his customer relationship. He further ask me “what would I do if he doesn’t send the part because I have the most expense part and I should give him a break because he has employee problems and shipping worries.” I told Darrell the engine does me no good without the remaining parts. He took offense and stated the he got the feeling I didn't trust home and hung up the phone again. I said it is difficult to trust and company that wanted to go outside of Paypal, experience delay after delay and hasn't honor our contractual agreement. It is understandable why there are s many complaints on RIPOFF.com, the BBB and other site regarding your business practices.
I am now 5 weeks into was was suppose to be a simple transaction with shipment promised within a week. Event the E bay ad promise shipping with 14-16 days. If you ever are in a position to do business with this company, make sure it via eBay or Paypal only so you can get a 100% refund.
Oct 8, 2014 - Relieved a call from a Mantran employee named Boone. Boone indiacted that he was trying to step in and help out and get other items delivered and run interference because Darrell was upset with my conversation. Several calls and texts back and forth lead me to believe that Boone would make sure my parts arrived.
Oct 9, 2014 – Called and text Boone to find out the status of the remaining parts. Boone text back to say he was out sick and he would call back on Oct 10, 2014 with an update and tracking number. No call back.
Oct 10, 2014 – I sent the following Message to Boone “Follow through – What's going on”. Because he was doing the same thing as Darrell with the lack of follow-up and communication.
Oct 11, 2014 – Received an e-mail from Boone saying “E-Mail”. Nothing else.
Oct 11, 2014 – I receded a call from FedEx because they had the wrong address. I was excited because I though Boone step-up and took care of business.
Oct 13, 2014 – The Marina call to say that the core components are still missing: no cable, ignition switch or wiring harness and only 4 of 5 gauges were included. The Tach wasn't included. No word for Darrell or Boone. Called Boone to inquire into where are the rest of the part and shared with him that this is the same thing Darrell did and I still can't finish the install of the engine.
As you can see by the above Mantrans and Darrell business practices are unethical, design to circumvent the rules set up by EBAY and PAY PAL, lack customer service and focus and could care less if the customer customer get their parts.

This fraud complaint is being filed against ManTrans, llc and its owner Darrell B. Moore who also operates Global Re-manufacturing. Both businesses are located at 4920 Wood Lane Circle, Tallahassee, FL 32303. This is a supplement to a report file previously with Rippoff.com - Report Number 1182954 and as reported to the Better Business Bureau – Tallahassee ; however, in the complaint you will find how ManTrans, llc and its owner Darrell deliberately defrauded the consumer.
In ManTrans, llc and its owner Mr. Moore’s response/rebuttal to Report Number 1182954, the owner Darrell B. Moore stated that "I was informed that the engine had approximately 200 hours and it was a great deal". Mr. Moore also confirmed via the Bill of Sale that I was purchasing an engine with only 216 actual hours (See Attachment # 1 – Bill of Sale).
Mr. Moore stated, I was dealt with fairly and honestly and did not appreciate, in his view, that I was defaming his honor and character, and sabotaging his business and personal name by filing my complaint with RIPOFF.COM after he had tried to bend over backwards to assist me. Further, Mr. Moore threatened to take further action that will constitute more than I would have the capabilities to withstand if, this matter is not left alone. After I provided documented evidence supporting my complaint, Mr. Moore changed his position and said he made an honest mistake and alleged that I am possibly limiting his ability to provide for his family.
When you consider the number of complaints below filed with RIPOFFCOM and the common theme in each complaint, I believe you will agree that neither my complaint alone, nor my actions and statements which are supported by documented evidence caused undue harm as he alleged or prevent Mr. Moore from feeding his family.
According to the Better Business Bureau (BBB) of Tallahassee, there are 25 separate and additional complaints filed against ManTrans, llc. It is important to note that ManTrans, llc is not BBB accredited. The BBB rating has change from an “A to F” during the past 8 months. Mr. Moore told me that "if you know anything about marine dealers, it takes them a long time or if you want to get it done in a matter of days, you would spend three times more money." Now I was promised that I would have everything I needed per the Bill of Sale within a few weeks. As stated in my previous report, I ordered the engine on August 28, 2014 and did not receive the last part until November 27, 2014. At that point, the season was over and it was too late to complete the install and rigging of the engine. Therefore, I was forced to store the boat for the winter and wait until spring 2015 to complete the install.
Notwithstanding the 4 months it took to get most of the parts from ManTrans, llc, Darrell claimed that the only thing he was guilty of was trying to make sure I would be happy with all of the items sent. He said, it took extra time due required to extensive research on the multiple harness, gauge and pigtail wiring combinations that the different Honda engines take. As a boat engine dealer, I relied on his professional expertise, experience and his word (in writing and verbally) that I would have everything in a within a few weeks, with some parts coming a week or two after the engine. I did not expect to have to wait an additional four months from date of purchase before. I would receive everything promised me. I can now confirm that the reason Mr. Moore didn’t not want this purchase to go through E-Bay/PayPal where he originally listed the engine, is I would haven’t deal with his fraud and would have gotten my money back without question. In addition, it would have created a negative situation from him and E-Bay and PayPal and he would have lost his ability to sale both transmission and boat engines via the online site. Plus, he wanted to avoid the sales fee charged by E-Bay/PayPal. (See Attachment 2- E-BAY AD)
The history of events that led up to the discovery of the FRAUD can be found in the RIPPOFF. Com Compliant/Report number 118295. The following reveals how the FRAUD was finally uncovered.

As the snow finally melted around the last week of March 2015, it was time to get the boat and engine out of storage. After closer examination of the engine by a marine mechanic with 40 years’ experience and we discovered: i) the engine had been rebuilt, ii) many of the hoses were not connected or improperly connected, and iii) cables were switched and when we started the engine it was already in full throttle mode. After the items that were improperly installed or switched were corrected, we noticed that the engine would only go into forward and neutral, but not go into the forward gear. In order to understand why this occurred, the lower unit had to be removed. To my dismay and alarm, the oil in the lower unit was black as tar. The issue now became evident that Mr. Moore blatantly committed fraud by not only misrepresenting a engine with more miles than he claimed, sold a rebuilt engine and failed to thoroughly check the engine and fix anything that was wrong. Mr. Moore obviously did not check the codes nor make sure that were all resolved and working properly. With oil that black, there is no evidence that the lower unit had ever been checked or even serviced as promised.
It is important to note that I attempted to reach out to both Mr. Moore and his wife Donna (who was represented as the administrative support) on Jan 31, 2015 to inform them that when the engine was installed I would have a complete diagnostics run to see if everything is okay with the engine at my own cost. I informed them that if the engine received with a clean bill of health as was promised in the e-mails from them, the sale would be final. If not then, would return the engine for a refund to me for the cost I paid and we part ways. Neither, Mr. Moore or his wife responded to the e-mail. I have not heard from either of them since 2014. At that point I was not aware a fraud had been committed.
Mr. Moore promised to send me a copy of the computer diagnostics and computer printout that would confirm the codes and issues plus the hours of engine use. He assured me that his company ran the computer diagnostics and made the appropriate repairs to clear the codes. Armed with this information, Darrell had full knowledge on the total hours on this engine and deliberately concealed this fact that the engine did not have 216 hours it actually had 1744.55. I could not figure out why Darrell never provided the computer read out, I tried numerous times both verbally and by e-mail. He claimed that they were screen shots and they are hard to read so he said he would scan them and send them to me by e-mail. Excuse after excuse. I never received them and after all on the frustration in dealing with Darrell and ManTrans, llc, I gave up. It’s clear to me now why Darrell did not want me to have those screen shots. It would have revealed the total hours of 1,744.5 which are approximately ten times greater than the 216 hours I agreed to purchase and exposed the fraud.
The drive shaft in the lower unit had no teeth and had to be replaced $160, plus labor. This should have been discovered and known by ManTrans, llc and disclosed to me. Darrwll told me he replaces the drive shaft and pump. Since my mechanic had to drop the lower unit, I had to replace the impeller. Finally, after hours spent trying to figure all that was wrong with the engine and spending over $1,500.00 (Trouble shooting engine only) (another $1,500 to install engine) we were able to get the engine to operate. SO WE THOUGHT.
The first run on the water, with the boat, engine and $ 8,000 in electronics, the engine would not go over 8 MPHS. The marine mechanic looked at raising the engine and jack plate, thought motor might be sitting to low in the water. That wasn’t the problem either. He made other adjustments but couldn’t get the motor to go faster than 8 MPH with a load on the engine.
Given the darkness of the oil in the lower unit I requested a computer read on the engine. The fraud that was solidly comfirmed, I did not get a slightly used engine that only had 216 hours, I was sold a rebuilt engine with 1,744.5 hours of use and many problems and malfunctions . (Attachment 3-5 – Computer Diagnostics Reports). This is flat out misrepresentation of the product purchased and sold to me by Man-Trans and its owner Darrell Moore. Further, there were codes that needed to be cleared and major repair issues that need to be completed to determine if that is the reason for the slow speed. Thus far, the estimate is an additional $ 2,000.00(parts and labor) just to investigate, replace the High Pressure Pump (this is shot) and new fuel injectors based on the codes that were pointed out in the computer diagnostics.
At this point, I will now have missed another fishing season before I can get this resolved. I still cannot use my boat. The warranty for the 8K in electronics will expire before I get a chance to see if they work and are not defective. Mr. Moore offered me a 6 month warranty, but, due to his delay in send the parts for four months and it being winter when he finally did get them to me the engine could not be installed or tested before the warranty expired. I submit that Mr. Moore's actions were fraudulent, deceptive, calculating and deliberate. It baffles me that Mr. Moore would think the engine would work, prove to need repairs and as a result as promised, I wouldn’t check and confirm the engines condition, hours and codes resulting in the truth coming out.
As you can see by the above, Man-Trans, llc. and its owner Darrell Moore's business practices are unethical, designed to circumvent the rules set up by E-BAY and PAY PAL, exhibits poor customer service and deliberately deceived to secure and unfairly gain benefit from criminal sales. I am left with no choice but to bring legal action against Darrell Moore and ManTrans, llc. for breach of contract, unjust enrichment and FRAUD.
It was never my intent to purchase an engine that required more work and financial investment. That is why I spent more than I had budgeted to a get a good engine with low hours on it. I wanted a plug a go engine. Because of the fraud perpetuated by Mr. Moore, I purchased this inoperable engine and I have had to completely rewire the boat for Honda vs Mercury.
This has been a very depressing, disheartening, frustrating and emotionally draining experience to know that someone would stoop this low to make a dollar and take advantage of the customer. I invested a considerable amount of money in this boat, sparing no expense to outfit the boat with premium products including the engine, only to discover that the engine I purchased is not the engine delivered.

Mr Lenzly was told that it would be after Labor Day and that it would take a while to check the engine out, you were spoke with and respected and told that the approximate 200 hour engine would be a great deal,but you would have to be patient.
The defamation of my character is not warranted and further action will be consdidered that will constitute more than you may have the capabilities to withstand if this matter is not left alone at this point.
We made an honest mistake,and that was agreeing to provide whatever it took,(reasonably)to help him rig the engine.
We initially thought we had the exact harnes and prop,and even had everything except for the tach,the. Found a tach,but it had a lose piece in it.So then when trying to match it all,we realized that we had to order a ot of parts from various places,(picture and receipts of all,like said)and in hine site we should have said 'get the parts yourself'.
We made good,and it took a lot of parts,and this back and forth does not justify the tarnishing of my reputation and the defamtion that has occurred!
This is exactlly what hapens when you take your boat to a marine dealer,and (it takes them a long time if you know anything about taking one in to a dealer,)or if you want to get it done in a matter of days,you spend three times more,because the dealership has so much overhead to keep the inventory for the thousands of different combinations of possibilities that can go with the different engines and boats.
Had all of this been known that you were going to be this upset over a few parts that took longer,when you had claimed this boat was a project that was finally ready for the engine.Never did you indicate that this was a ticking time bomb and if 'I don't get my parts by X date,i am going to plaster your name all over and tell the whole world you ripped me off'!
I am only guilty of tryimg to make sure you would be happy with all of the items you recieved,and that took extra time due to needing to do extensive resapeach on the multiple harness and gauge and pigtail wiring combinations that the different Honda's take.
I would have never gotten into the deal with you,as we have sold these engines for the three prices stated,and they had ALOT MORE HOURS ON THEM,so PLEASE,give it a rest!
I am done with this matter,and and am considering this whole matter to be considered for defamation of my name and the business you keep referring to (that had nothing to do with the transaction),other than allowing you the convenience of using their credit card processor to accept the inital deposit.
Please act accordingly,as I am done with my name and my business name being posted all over the internet.
Regadless of the fact that engine was worth $8500,0r $9000,0r $10,000,(which it is with all of the rigging included),and I have sold them previously for as much and other dealers that could be surveyed,and pricing guides used as well.
It is obvious that you are not going to stop until someone says,please stop!
So,I am rebuttalling and for the last time kindly asking you to stop the madness.We will take this up through attorneys if you wish.
I am also kindly asking you that If you would like for someone to sabatoge your business and personal name after you had tried to bend over backwards for them,then please remember the golden rule-Would I want this done to me,am I possibly being unfair,if I made an honest commitment and it took longer to follow throug,would I deserve to be bashed,possibly limiting my ability to provide for my family?

The following is a response to ManTrans Rebuttal to the original complaint. The text included below was unchanged or edited to correct typo's of grammar since is a direct quote for their response.

ManTrans Rebuttal Comment: He was never mislead, he was told that once we got the engine that we would take a while to check it out, and would not send it to him until it was right. An outboard engine takes someone one the water,and I would never send any one anything that I would not personally take my family on the water in.

ManTrans Rebuttal Comment: He recieved a 216 hour 2006 Honda BF 225 engine for $6000,and he has all of the extra parts that add up to hundreds of dollars worth. We even sent extra parts to make sure he is able to install it all properly, but it did take a few weeks into October to acquire the last few parts since we had to order dozens of pieces, and we realized what we initially wanted to send for the harness and prop would not be correct for his application.
Consumer Response: ManTrans indicated the missing parts equaled $600.00. Also the last part arrive on November 7, 2014.....not October.
ManTrans Rebuttal Comment: This all took place around Labor Day, and I did communicate with him about our concern to make sure the engine was thoroughly checked, and the wholesaler we bought it from worked odd hours,s o we had to pick it up the following weekend.
Consumer Response: The original engine was supposed to come from an auction to be purchased on August 29, 2104. I learned the following week that Mr. Moore never made it to the auction and he would be purchasing an engine form somewhere else. However, there was a week before that engine was picked up.
ManTrans Rebuttal Comment: I kept in communication with him once a week. I had no problem with him calling my other business, until he got rude, and that is when I told him to send it back since he sent an email demanding $3000 back.
Consumer Response: The items reference belwo will demonstrate the buyer reached out to ManTrans numerous times with little to no response from ManTrans.
ManTrans Rebuttal Comment: Unfortunately this is standard in this business, this is not like a big box retail store, these are huge engines that have to work right, and he did receive exactly what was shown to him via pictures and videos.
Consumer Response: Buyer understand the business and the promises made by ManTrans. The lack of communication, follow-up and absence of parts is the issue.
ManTrans Rebuttal Comment: I am quite upset that he would go to this length-he never stated that he was in a hurry to get his boat rigged, it was already fall. He stated that it was a project, and until he received the engine, he was cooperative when we spoke weekly. He did not state that he was having it installed at a Marina.
Consumer Response: The engine was purchased on August 28, 2014. There were at least 2.5 months left of the boating/fishing season. Mr. Moore was informed day one that I had a Marian mechanic install the engine and the wouldn't send the Bill of Sale until I furnish the shipping address for the Marina. By the time I got the last part on November 7th, the season was over and I still didn't have the engine installed nor could I confirm it worked.
ManTrans Rebuttal Comment: When we spoke, he was having a mechanic he knew install the engine, and it all seemed to be a relatively low time constraint type situation. That escalated quickly upon him receiving the engine,almost like it was his plan to try to get the second charge of $3000 held so that he wouldn't have to pay his credit card bill, it just all semed like all of a sudden it was alot of hassle. I explained to him that the other pieces he needed were coming via FedEx,and that we had a lot of pieces ordered,and they needed to match up. But he started calling and emailing and trying to build a case almost like when someone is intentionally trying to get something for nothing.
Consumer Response: This is ManTrans line of business and as a professional in this arena, the buyer should not have to be concerned with tracking parts, deliveries, etc. Nor should they have to wait three months after they purchased the item to have them shipped. No one was trying to get something for nothing. Mr. Moore indicated the parts were being shipped Fedex, but the shipments were incomplete and only contain some of the parts until the last item was delivered Nov 7, 2014.
ManTrans Rebuttal Comment: So kudos to him, now he has put an statement on the internet that cannot be retracted, and I am a firm believer that he knew we were honest folks,and started taking advantage of that.
Consumer Response: It was never my intent to try and get something for nothing. I tried very hard to work with ManTrans and all of their employee and shipping problems. In Fact, I didn't even know about Ripp-off.com until Mr. Moore informed me in the beginning of the deal that there were reports like these on the internet, but they were simply a misunderstanding and Mr. Moore was trying to convince me that his company was honest and didn't conduct his business in this manor. I now have reason to believe otherwise. Further, as it relates to being honest, I first became aware of Honda boat engines being offered by Mr. Moore, and ultimately sold through his ManTrans company, through an offer to sell on E-BAY. However, once we talked that was not the engine he was planning to sell me. He told me he was going to an auction to purchase more engines and if I could help him out with a $3000 advance because he needed to make payroll. Mr. Moore stated he would give me the best engine from the lot. Two points, first he did not go the auction as he indicated and he said he was going to buy it somewhere else. Second, I asked him if he would post the offer on E-Bay and I could pay for it that way. Mr. Moore said he didn't want to fool with E-BAY or Paypal. Why is this a concern? E-bay and PayPal have strict rules about advertising and then going outside of them to avoid fees. In addition, if this had of gone through E-Bay and Paypal the consumer is protected from dealing like this and I could have gotten a full refund. So if you are willing to go around the terms in which you agreed to conduct business on E-Bay or Paypal, should I have a concern with honesty?
ManTrans Rebuttal Comment: We have not charged him the last $150 we agreed to, and have sent hundreds of dollars of extras.
Consumer Response: I appreciate ManTrans not charging me the shipping cost, I think this was an oversight on their part. However, the card has been closed. I am willing to consider this e Consumer's response to next Seller's comment. As far as the extra's, there was nothing extra that wasn't a part of the original deal and listed on the Bill of Sale. If there is anything extra that was sent thank can't be used I will return it.
ManTrans Rebuttal Comment: I am considering legal options at this time due to the seriousness of him damaging my reputation by stating that he did not authorize the use of his credit card.

ManTrans Rebuttal Comment: He was provided a video of the engive running and he verbally authorized the second charge prior to us shipping the engine,and we spent quite a bit of time installing new spark plugs,fuel pump,and checking the diagnostics extensively,as stated we were behind due to the Labor Day,and the engine took more preparation since the fuel system and lower unit needed completely gone through,due to it sitting for a year and a half.
Consumer Response: SA video of the engine running was provided, however, the video did not show that it was my engine and there was no video of the serial number of the running engine to confirm it was my engine. ManTrans promised to send me the computer diagnostic to show me everything that was done or repaired. I have not received this item. I have repeatedly requested this report. When the engine arrived many of the hose were disconnect am I am not sure how any testing could be done. The hose that goes to the new fuel pump doesn't even reach the fuel pump. It's the wrong hose.

ManTrans Rebuttal Comment: He stated as soon as he saw the minor scratches on the engine,that he wanted to take it to a body shop and get an estimate, and he made it clear that he was all about trying to get as much money back as possible(buyers remorse?)
Consumer Response: Upon receipt of the engine several thing were noticed. Fist, in the image for the bill of sale below you will notice that the engine was supposed to be shipped in a metal crate. The engine was shipped in a pine box that was damaged during shipping. There was no protection or bubble wrap around the engine. The information was document on the shipping receipt and Mr. Moore as notified immediately about the situation. The engine showed up on Saturday Sept 27, 2014. Sept 28, 2014 sent text and e-mail informing Mr. Moore of damage and Mr. Moore admitted that they ran out of bubble wrap and it would have cost him $55 dollars to get another roll. The cost of repair will greatly exceed $55 dollars and now you have aggravated your customer. So I am surprised that he would now change his story and stated that the engine was professionally packed.
Mr. Moore called me to talked about the damaged engine. In fact, he questioned whether or not the red and black maker were permanent pens. I explained that that marking was on the picture only, not the engine, responded on Sept 29, 2014 – During this conversation Mr. Moore suggested that could send the engine back or take it to a body shop and get an estimate of the repair and they would take care of it. I did not suggest taking it to a body shop. Mr. Moore said that if I take the engine to Honda that they would see dollars signs, I informed Mr. Moore that I would get a quote from a body shop to repair. I expect to be fully reimbursed because of their negligence in packing the engine and the engine was shipped incorrectly, the Bill of Sale said it would be shipped in a metal container. As you can see by the pictures below the damage is not a surface scratch or damage through normal use of the engine. Further, Mr. Moore's allegation about buyers remorse if totally false, I just warranted the damage taken care of since his company was negligent in the packaging and shipping of the engine.
As it relates to he claim that the buyer was trying to get as much money back as possible, the engine was damaged during shipping. I didn't cause the damage. I had and auto body shop look at the damage and informed Mr. Moore that the Auto body shop estimates to repair greatly exceeded what it would cost to just replace the two damaged panels. The cost of which is less than $500 and I would install them myself to save money. Mr. Moore has not responded to this offer and has not made good on his direction for me to get the estimate.
ManTrans Rebuttal Comment: He has shown that his intentions were to try to get a $ 10,000 engine package for $3000, this is exactly why I would not take PayPal for the transaction, we have his emails demanding, to prove it.
Consumer Response: Mr. Moore would like to have everyone believe that I was the beneficiary of an engine that cost $10,000. However, it is important to note that last week he told the Better Business Bureau the engine was worth $9000. The Bill of Sale (below) does not show a $10,000.00 purchase price discounted to $6,000.00. It appears the ManTrans, Mr. Moore and Donna inflate the value of the engine and misrepresent the facts to try and enhance their position depending on who they are talking to. Please note that an e-mail from Donna states that the only thing missing was about $600 dollars worth of parts the were apart of the original deal. Now, even if there was a separate cost for these items that were a part of the original deal $6000 plus $600 would equal $6,600.00 which was not the original deal. In a separate e-mail from Mr. Moore was trying to make an argument that I was trying to get an $8,500 dollar engine for half price. This is starting to be comical. What is the real number $10,000, $9,000, $8,500, $6,600 or $6,000 as negotiated. The following are direct quotes from E-mails:
In addition, Mr. Moore states the he has e-mail where I submitted demands to get an engine that is worth $10,000 for $3,000. This is another distorted fact proffered by Mr. Moore. The e-mail I send to Mr. Moore provide several options to settle the issues associated; i) ManTrans failure to honor their contractual commitment, ii) Their failure to make restitution on outstanding items, iii) The cost for me to get the engine operations by purchasing the parts myself, and iv) if all else fails, the cost to remove the engine from the boat and pay my mechanic to the work he did plus the cost to package and ship the engine back to ManTrans. The following are the options by and refused by Mr. Moore in my E-mail of Oct 14, 2014:
Option 1:
With the reversal of the last $3000, I will withhold the final payment until all of the parts are received and the engine is working properly. Warranty starts when acceptance and final payment is rendered by me. This is predicate on all parts being received by close of business 10/16/2014. I will deduct from the $3000 the cost to repair the damage cause in shipping based of the quote from the body shop.
Option 2:
Mantrans, llc, can refund the $3000 and I will purchase whats left to get the motor up and running. However warranty still applies and starts upon formal acceptance by me of the engine. If we discover the engine is not operational, the total original $3000 payment, plus any out of pocket expenses (2000) inconvenience incurred to have the engine deinstalled and packaged for Mantrans, llc to pick up at their cost will need to reimbursed.
Option 3:
Mantrans, llc. can refund the $6150, plus $ 2000 for my out of pocket expenses and inconvenience. We will pack up the Engine in the same crate it was shipped in. We will not be liable for the engine, it parts or functionality as it will be returned in an as is untested state.
ManTrans Rebuttal Comment: It is a shame that people can go on here and try to damage an honest persons reputation,and at this point I am not taking it lightly, as I have definite physical proof,pictures,invoices,reciepts,etc-that he got a great product and he is upset because I decided to call him out on trying to get over on a situation that could have been a good relationship.
Consumer Response: As you can see by the above responses and the evidence provided, there wasn't a deliberate attempt to damage Mr. Mooore or ManTrans reputation. It would only after many repeated attempts to get the parts so I could complete the install of the engine. From the original purchase date until the last part that was received on Nov 7, 2014 that I have been extremely tolerant of the excuses, lack of parts and lack of responses from ManTrans and Mr. Moore that I had no other choice but to involved the BBB and ripoff.com. It is also interesting to note that I never heard of Ripoff.com until Mr. Moore told me at the beginning of the deal when he was trying to convince me that his company was honorable and a reputable firm. However, late into the game, once I started to researched all of the claims against ManTrans with Rippoff.com and the BBB, I discovered I am not the only one who has suffered.
Mr. Moore speaks with a lot references but has yet to provide documented evidence to support his allegations or proof that he did what he said. Where is the definite proof, pictures, invoices, receipts, etc?
Relative to Mr. Moore being an Honest person. I have no comment.
The only with this whole mess is that this could have been resolved in one transaction. Mr. Moore when he realized that he could get the $600 dollars worth on part to me in a timely manner. He could have said, how about we credit the invoice $600 and you go buy the parts. I would have been happy and went on about my business. Why would an honorable company aloow things to escalate to this manner of getting resolution?
ManTrans Rebuttal Comment:If he did not trust us to send him an engine,why did he get into the deal to start with? Because it was a good deal, and he was told exactly what we needed to do and that it may take seem time once we got it.
Consumer Response: It is hard for a buyer to have full knowledge of a companies reputation without sources like Rippoff.com or the BBB. While Mr. Moore's conversation about being on Ripoff.com and he desires to go outside E-bay and PayPal gave me pause, I was willing to take Mr. Moore at his WORD and Trusted that this would be a smooth transaction. To me, a mans word is his bond and should be indicative of how he will conduct business. Shame on me for not investigating his company further.My expectations based on the promises made by Mr. Moore and what was documented in the Bill of Sale was that I would have my engine and parts within a week of purchase.
On August22, 2014, I reached out to Mr. Moore regarding a E-Bay was under the id “bestmt68” for a Honda 225 HP EFI Four Stroke outboard motor Item number 281419226716. This was not the actual engine sold by Mantans, llc. And the purchase was outside of E-bay and PayPal at the requests of the seller. From August 22 to 27, 2014, Mr. Moore and I spoke on the engine posted and Mr. Moore indicated that he had access to some more engines and he would make sure that I got the best one from this upcoming auction. However, to pull this off and to make payroll, if I could help him out with the cash up front he would be able to go to the auction. The original plan was to pick up the engine on August 28 and work on it the following week Tuesday since Monday was a holiday. Ship the engine by Sept 5, 2014.
The Bill Of Sale shows the following and that the engine would be shipped in a metal crate, which it was not.

My repeated attempts by text, email and phone to get all of the items including the engine were unsuccessful. The engine finally arrived three weeks late but can not use the engine because it is key parts to test and run the engine has not been provided. While ManTrans, llc. provided a picture of the serial number, I ran a check on the serial number to make sure the engine wasn't stolen. Thus far the engine came back clean.
The following summarizes the dates and communication or the lack thereof with Mr. Moore regarding the status of the engine and his failure to honor our agreement from Sept 3 to Nov 13, 2014 (3.5 month after I purchased the engine). Last part finally arrived on Nov 7, 2014.
Sept 3, 2014 - I sent two text to Mr. Moore asking about the status of the paperwork and engine. No response.
Sept 4, 2014 - Mr. Moore called to apologize about not sending the Bill of Sale. Also, let me know the engine wasn't picked up as promised.
Sept 5, 6, 9, 10, 2014 - Sent text messages and called Mr. Moore regarding status and ship date of engine. Mr. Moore returned my call on Sept 10 to let me know they have the engine and he would give me a full report of what's needed to be taken care of later that day. No return call.
Sept 12, 2014 - Follow-up call to Mr. Moore again on the status. No response.
Sept 15, 2014, - Text and e-mail to Mr. Moore notifying him that due to his lack of communication and continued need to apologize for delay after delay after delay, if they could deliver the engine by that Friday Sept 19, 2014 that we could cancel the deal and I would request that my bank reverse the payment. At this point we are three weeks behind the original agreed to delivery date.
Sept 15, 2014 - Mr. Moore finally returned my call and indicated that the water pump, trim and shift shaft needs replacing and he would be sending pics and confirmed that the engine only had 206 hours. He express dissatisfaction that they had to completely clean everything and replace the trim and pump. He explain that he had employee problems but the motor would be shipped by week.
Sept 20, 2014 - Sent a follow-up note to Mr. Moore regarding the correction needed to the Bill of sale on the hours because there was no reply from Donna on my previous e-mail regarding the same. Also requested status of the motor as it wasn't shipped as promised again.
Sept 22, 2014 - Still no engine or parts. Sent text to Mr. Moore regarding status and informed Mr. Moore that his business practices and lack of communication were unacceptable. I only asked that there be communication every step of the way, because I was getting concerned that this was a SCAM.
Sept 23, 2014 - Called and text Mr. Moore regarding status. During a call, Mr. Moore claimed everything was almost done and he would be shipping the engine out and the other items by the following week.
Sept 24 -25, 2014 - No communications from Mr. Moore when I repeatedly ask for a shipping/tracking number and discovered that Mantrans, llc. withdrew the remaining amount due (without my written approval) and only shipped the engine without the remaining items. The engine showed up on Saturday Sept 27, 2014 and the crate was damage. Upon inspection it was discovered the engine wasn't properly packed and the engine paint was damaged. Sept 28, 2014 sent text and e-mail informing Mr. Moore of damage and Darnell admitted that they ran out of bubble wrap and it would have cost him $55 dollars to get another roll. The cost of repair will greatly exceed $55 dollars and now you have aggravated your customer.

Oct 7, 2014 - Informed Mr. Moore via text and e-mail that I can't put up with the lack of communication and unethical business practices. I was called my bank to reverse the unauthorized charge of $3000 and I will not pay the difference until he makes good of the items agreed to within a reasonable amount of time. In addition, we discovered that there is a key part the goes over the cable and wiring harness on the engine that is missing. No reply.
Oct 7, 2014, Second called to Mr. Moore to get a commitment of when he will honor his part of the contract and he only offered excuses and hung up on me. Called back and shared with Mr. Moore how his business practices have cause me delays and financial damages. His reply was to send the engine back and he could sell it for more money and didn't display a Customer Service attitude and try and save his customer relationship. He further asked me “what would I do if he doesn’t send the parts because I have the most expense part and I should give him a break because he has employee problems and shipping worries.” I told Mr. Moore the engine does me no good without the remaining parts. He took offense and stated the he got the feeling I didn't trust him and hung up the phone again. I said it is difficult to trust and company that wanted to go outside of Paypal, experience delay after delay and hasn't honor our contractual agreement. It is understandable why there are s many complaints on RIPOFF.com, the BBB and other site regarding your business practices.
Oct 8, 2014 - Relieved a call from a ManTran, llc. employee named Boone. Boone indicated that he was trying to step in and help out and get other items delivered and run interference because Mr. Moore was upset with my conversation and has too many emplyee/business problems that he can't focus. Several calls and texts back and forth lead me to believe that Boone would make sure my parts arrived.
Oct 9, 2014 – Called and text Boone to find out the status of the remaining parts. Boone text back to say he was out sick and he would call back on Oct 10, 2014 with an update and tracking number. No call back.
Oct 10, 2014 – I sent the following Message to Boone “Follow through – What's going on”. Because he was doing the same thing as Mr. Moore with the lack of follow-up and communication.
Oct 11, 2014 – Received an text from Boone saying “E-Mail”. Nothing else.I sent my e-mail address, no additional communication from Boone.
Oct 11, 2014 – I received a call from FedEx because they had the wrong address. I was excited because I though Boone stepped-up and took care of business.
Oct 13, 2014 – The Marina call to say that the core components are still missing: no cable, ignition switch or wiring harness and only 4 of 5 gauges were included. The tach, ignition switch and keys, and cable wasn't included. No word for Mr. Moore or Boone. Called Boone to inquire into where are the rest of the part and shared with him that this is the same thing Mr. Moore did and I still can't finish the install of the engine. No response.

Mr Lenzly was dealt with honestly;
He was never mislead, he was told that once we got the engine that we would take a while to check it out,and would not send it to him until it was right.An outboard engine takes someone one the water,and I would never send any one anything that I would not personally take my family on the water in.
He recieved a 216 hour 2006 Honda BF 225 engine for $6000,and he has all of the extra parts that add up to hundreds of dollars worth.We even sent extra parts to make sure he is able to install it all properly,but it did take a few weeks into October to acquire the last few parts since we had to order dozens of pieces,and we realized what we initially wanted to send for the harness and prop would not be correct for his application.
This all took place around Labor Day,and I did communicate with him about our concern to make sure the engine was thoroughly checked,and the wholesaler we bought it from worked odd hours,so we had to pick it up the following weekend.
I kept in communication with him once a week.I had no problem with him calling my other business,until he got rude,and that is when I told him to send it back since he sent an email demanding $3000 back.
Unfortunately this is standard in this business,this is not like a big box retail store,these are huge engines that have to work right,and he did receive exactly what was shown to him via pictures and videos.
I am quite upset that he would go to this length-he never stated that he was in a hurry to get his boat rigged,it was already fall.He stated that it was a project,and until he received the engine,he was cooperative when we spoke weekly.He did not state that he was having it installed at a Marina.
When we spoke,he was having a mechanic he knew install the engine,and it all seemed to be a relatively low time constraint type situation.That escalated quickly upon him receiving the engine,almost like it was his plan to try to get the second charge of $3000 held so that he wouldn't have to pay his credit card bill,it just all semed like all of a sudden it was alot of hassle.I explained to him that the other pieces he needed were coming via FedEx,and that we had a lot of pieces ordered,and they needed to match up.But he started calling and emailing and trying to build a case almost like when someone is intentionally trying to get something for nothing.
