after having to take the vehicle back to repair the same problem I got three estimates at other repair shops and was advised the owner grossly overcharged me. So me and my credit card company attempted to have the owner negoiate on reducing the charges but he refused, saying he was more interested in making money and not satisfying the customer.

Why are you attempting to negotiate the purchase of defective parts? That's odd.
