I am surprised how confident the owners of the misleading companies are. They are currently being sued on behalf of the people of California for violation of many rules including but not limited to privacy violations. They are scammers. They careless about the consumer and all what they care is about gaining money. According to the law suit, they collect $3500 from every lead that they sell illegally to lawyers. Be Careful!
I've attached an excerpt of the law suit filed against them. The complete suit is available as a public record at the Los Angeles court.

First of all, the National Automobile Safety Council would like to thank Ripoff Report for letting
our company respond to allegations made about our organization which are all UNTRUE...
The TRUTH is...
1. These allegations are being made by fraudulent dealers who do not want to be found out
2. We do not break any privacy laws
3. We do not get paid for leads and the misled defrauded consumer pays NO out of pocket costs or fees
These negative posts have been written by the dishonest car dealers that we are uncovering. They try to discredit our organization by writing false statements and accusations. They do this because they want to continue making huge profits by knowingly purchasing vehicles that have major damage and then not disclosing this fact properly or disclosing the facts at all to the innocent consumer.
Every consumer has a right to know about the true condition of and prior damage to the vehicle before they purchase it!! The dealers that sell these vehicles are putting the publics' safety at risk as the cars may not be safe to drive. The dishonest dealers make the honest dealers look bad. They also steal consumers away from the honest dealers who pay more for the cars that are not damaged. The honest dealer cannot compete with the dishonest dealer who is selling damaged cars, of the same make and model, for slightly less money (without disclosing the true condition which would not be comparable to the vehicle offered for sale by the honest dealer).
