I paid $10.77 on Tuesday, June 23, 2009, via PayPal. This was the price for an "RSM Ultimate Video Guide" that my 9 year old son wanted. He and I did not receive this product. We were able to access a Bulletin Board / Web Log that had dozens of postings. Each and every posting was a complaint from a consumer who had paid for and not received the product. There were no other postings on this site. There were no customers who had received ANY product. Having received nothing of value for my payment of $10.77, I asked for a full refund. In addition to the PayPal confirmation that I was charged $10.77 for this product, I received a PayPal confirmation that I had signed up for a monthly subscription. There was nothing in the advertisement for this product that would indicate that it was a monthly subscription (monthly charges). I immediately cancelled this "subscription". This vendor does not accept American Express, VISA or Mastercard. It is only PayPal who is complicit in this theft of money from the US consumer. The "RSM Ultimate Video Guide" was supposed to include a .pdf manual with over 90 pages" and "over 20 hours of video". I tried for over an hour to access these two pieces of the purchased goods. I could not access these important parts of the advertised product, nor could I access ANY other parts of the advertised product. If this vendor was not perpetrating a fraud on the public, he would accept payment via American Express / VISA / Mastercard. I have no doubt that American Express / VISA / Mastercard would immediately refund my purchase. However, PayPal has denied my claim. PayPal is (very) different from other payment processors in the following regard. PayPal has indicated that their claims process only applies to the shipment of goods. It does not apply to complaints about the attributes or quality of goods received. This vendor needs to be stopped and PayPal should be sited for their complicit involvement in perpetrating this fraud.
