In Florida, and many other states, if you receive a service (such as a haircut) and refuse to pay for it, for whatever reason, you go to jail! There is more to this story than is told. He probably voted for Obama and the Barber doesn't like socialist. Note that he went there for the cheap price and he got a cheap haircut, Why is he complaining? Because he is cheap?

If you get a horrible hair cut and after it is "fixed" and it still looks bad, refuse payment, especially if they increase the price on you. What is the worst that would happen? He would call the police? They would see your horrible new 'do and see the sign & they wouldn't make you pay.
