If I understand this correctly, you filled out your initial FAFSA for the 2008-09 academic year, which UofP told you ends in May. How did you think you were going to pay for those summer classes? It is the student's responsibility to understand how financial aid works, and the timeline for submitting forms. Granted, UofP could've been more proactive in reminding students to fill out the 2009-10 academic year renewal FAFSA, but it is YOUR responsibility.
I'm not sure why you state that whole year was a waste. Didn't any of the credits transfer?
As for not releasing the transcript, this is common practice at every college I've ever worked for. It's their way of making sure they get their money, which you rightfully owe.
You may want to consider a private student loan lender to clear up that debt with UofP so that you can continue your education. I suspect that your current school will not let you stay enrolled much past a year without having all your transcripts on file.
