I remember the young couple that came in very well. They brought in a pit bull puppy that was very thin. I questioned them about the dog's weight. They told me the vet said the dog's weight was fine. What I saw was a puppy that I could see every vertebrae and rib showing. They told me how much they were feeding, but it wasn't consistent with the pet food corecommendations. I pointed that out. As well as the fact that they had to put weight on, not just maintain the current weight. They obviously loved the dog, they took the time to bring it to a boarding facility for care.
I am a for profit business, not a non-profit shelter. I do not offer to keep people's pets permanently. When they picked up their puppy, I offered them contact information to a group that specialized in Pitbull rescue. I thought if they cared about the dog, they would ask them for advice or possibly surrender the dog. They did seem to love the dog, I was hoping they would do what was best for him/her.
As for kennel soiling. Puppies have a high rate of soiling in the kennel even if they are house broke. They are walked three times per day while in my facility. Puppies get easily over stimulated in a situation where there is lots of activity and other pets. Most adult pets won't soil in there kennel. They have had more life experiences and don't generally get over stimulated.
