You are correct that it is unfortunate it took this long before this error was noted. But, I think some of the responsibility is yours or yours fathers. Why? If you were expecting this charge to show up on a monthly bill, and when it didn't, why didn't you question this? I think anyone person with a reasonable sense of judgement would have pursued this. I don't think you would have been covered unless this other person agreed to pay your insurance premiums.
