December 2009 I put out a contract thru Elance.com requesting proposals for a homepage I needed for a professional private members club, called WCS.

After some 12 proposals, I decided on MPLS Marketing, as they had a pricerange withing my budget (US$ 3000) and seemed to have the right qualifications + feedback from earlier clients.

After a fine start, with initial mailings, things started to go wrong; We didn't get the quality requested and promised, MPLS stopped reaching their deadlines and further, Chris Winn, seemed to only answer the questions he deemed necessary in every mail I sent him. Typically he would answer one or two questions of a total three to five questions given. 

I made the mistake of taking the mailings directly thru personal mail, instead of using elance.com's mailing system. More on this later..

After several delays, where I in clear words told Chris Winn how dissatisfied I was, we finally got the homepage - it seemed. Unfortunately the page couldn't run on my hosts server, so Chris Winn offered to have it in his, where it worked fine. I agreed as I could no longer afford any more delays.

After the project finished I was asked by Elance.com to give my review and so I did. I immediately got a mail from Chris Winn whining about how I cost him business on Elance.com and that he wouldn't hand over the site, unless I rewoked my statement from Elance.com. As I still couldn't afford to miss out on more business with the site (it's for paid memberships) I had to do as he said. I informed Elance.com of the problem and they asked for the entire mailings between us.

I promised Mr. Winn, that I would make no more problems, if only I got my page and everything worked with it. So I got the page (Appearently, it had been with my host all the time), consequently Elance.com did not receive said emails and everything was fine for a while.

So all-in-all; I ordered a product; a High-end website, and got a DRUPAL plug-inn website with 70% of the project description covered.

I had to use substantial time and effort to have faults corrected and keep the supplier on track.

End result was nowhere near the promised and could be used for only a minimum of the needed features.

Mr. Chris Winn offered me, AFTER he had kept my page hostage to have the Elance review rewoked and I got another admin, to "Help out in anyway possible" for a full year...DUH!

NOW, come september 2010, my community page is gone from my host server - With nobody but Mr. Winn and myself with the codes, as far as I know... I am not saying Mr. Winn removed it, but someone did - and it wasn't me.

So, the guy talks the talk but does NOT deliver and will go thru great lenghts to make sure he get's his money despite his pathetic handycraft.. Not handing over something (halfdone) that has already been paid is a felony in my country - unfortunately, the lack of internet laws protects Mr. Winn and MPLS Marketing it seems.

In all fairness; I have dealth with other suppliers thru Elance.com and this is the only one, that has fooled me and others in there..
