I used to work for Cingular. The only way this company makes money is by "accidently" overbilling customers and forgetting to pay their reps and agents commissions on contracts sold. There have been several lawsuits filed by dealers with regards to commission "mistakes" (always in the company's favor), and the union that attempts to protect Cingular employees, the CWA, has handled many grievances from disgruntled reps about unpaid commissions. As far as who can investigate Cingular on the consumer end, your best bet would be the FCC, however, what Cingular does is relatively normal in the wireless industry, Verizon, their biggest competitor, actually makes more billing "mistakes" in their favor. I also have Cingular service, and have never been given a correct statemant, even one month, to this date. When I had Verizon it was even worse. I also have an AT&T cell phone, and that bill has never had a single mistake, but the coverage isn't very good.
