Complaint Review: FELIX WEB DESIGN - Internet

It's official ! Felix Web Design have ceased trading and are about to be dissolved as a company - www.felixwebdesign.co.uk is now un-obtainable. I wonder what all their clients are going to do? Do they want to join forces and report them to Trading Standards?

Mr. Israfil Rahman who is the man behind Felix Web Design is known to the Council and is on unconditional bail having been committed to stand trial at the Old Bailey for the common law offence of conspiracy to defraud. Two others are also charged, along with another for Fraud Act 2003 offences. The prosecution is being undertaken following investigations into the operation of a number of businesses offering large goods vehicle training.

Further to liaison with Tower Hamlets Council, I have the following to report -
 
I have now been in contact with Tower Hamlets about this company. They have now established that the person behind the Felix Web Design business,  Mr.  Raymond / Rahman,  is known to them.  Tower Hamlets have been investigating complaints against him concerning a fraudulent HGV driving training company and are about to issue summonses against him.  It seems that Mr Raymond / Rahman has regularly changed his name over the years according to Tower Hamlets , and he is well-known to them as being a particularly unpleasant character.
 
Felix Web Design has now closed down their website and appear to have ceased trading, according to Tower Hamlets , so it is difficult for clients to establish legally who the contract was with. Tower Hamlets have stated that clients, in reality, have been conned by this company. However, they still advise us that we need to pursue the company for breach of contract through the civil courts.

Further to liaison with Trading Standards, I have the following to report -
 
Tower Hamlets have now established that the person behind the business, Mr Raymond/Rahman,  is known to them and is the subject of an investigation concerning one of his other businesses. It seems that Felix Web Design has now closed down their website and have ceased trading, according to Trading Standards. They have stated that the appropriate course of action now is to pursue the company for breach of contract through the civil courts via the Citizens Advice Service. They have reported back that any threatening behaviour is a matter for the Police.

The Docklands Business Centre has confirmed that he is currently being investigated by Trading Standards. They also confirm that lots of other customers have been in contact with them who are pursing refunds from him, and who are all alledging that they have been defrauded by him.

Further to liaison with the Docklands Business Centre, I have the following to report - 

ISRAFIL ISA RAHMAN who is the man behind Felix Web Design (also calling himself Mr. Taff Raymond) left his premises in the 3rd week of January. He packed up his bags in the middle of the night and left and took all computers, all furniture, and never even left a pen or a chair. He left no goods and nothing of value to seize by County Court Bailiffs. He never even left the Docklands Business Centre a forwarding- on address. The Centre have confirmed that he knew exactly what he was doing and was a professional crook who closes down companies and then re-opens them under a different name. He is no longer using the Docklands Business Centre address on his web-site, and his office phone numbers are now all un-obtainable. He is now using a different address which is a registered office address at 20 Penang Street, London E1W 3RE.  The Centre say that this could be the home address of ISRAFIL ISA RAHMAN. However, this is un-likely as internet searches on the address reveal that 20 Penang St, London E1W 3RE is actually a house with up to 11 flats in it. Most likely, an office block. The Centre has confirmed that he is currently being investigated by Trading Standards. 

 According to company data researched on the internet, Israfil Isa Rahman is the former chairman of several limited companies over the years which have since all been wound up and gone into liquidation. 

In one of the rebuttals written by Mr. Rahman and Felix Web Design, they claim to have provided 100% service. However, I can prove that this is false and is a proven lie. In their reply, they quote two web-sites which they have written as proof that they have provided service. However, when you click on these web-sites nothing comes up. Therefore, they are spoof web-sites they have made up that don't even exist. As they have given non-existent web-sites in their rebuttal, this is clearly proof that they have failed to provide any services and that they have obtained money from me by deception. Clearly, Felix Web Design are practising fraudsters and professional con-men. I have provided you , the consumer, with proof of this.

Mr Rahman of Felix Web Design - Failure to provide web design services

I entered into a contract with Mr. Rahman of Felix Web Design for the provision of web services. Throughout November and December 2012, I paid him a total of 1647 for the provision of web design services to me. This amount consists of the following payments: 149 paid on 13 November 2012 for a Starter Web Package; 99 paid on 21 November 2012 for two extra pages; 1000 paid on 30 November 2012 for an Automated Web Package; and two further payments on 14 December 2012 of 199 and 200 for web services. I can publish copies of the relevant receipts as evidence of the sums paid.

No web design services have to date been provided to me in breach of the agreement made between the two parties. I was informed by a telephone call on 18 December 2012 that he had no such intention of providing these services. 

The failure of Felix Web Design Ltd to provide these services constitutes a breach of contract. Mr. Rahman of Felix Web Design promised to make arrangements for a full refund of 1647 to be paid back to me. However, to date , he has failed to refund me anything despite his many promises to issue me a full refund. At present, I am being forced to consider commencing legal proceedings in the small claims court as there are no other options open to me to obtain a refund.  

WARNING ISSUED IN THE PUBLIC INTEREST BY A QUALIFIED ACCOUNTANT - Just read the terms and conditions on the Felix Web Design web-site and you will smell a rat. I personally have investigated this company and have evidence which proves Israfil Isa Rahman and other Felix staff members have criminal convictions for fraud and a police record for obtaining money by deception. They also have a police record for making threatening phone calls to their clients as a way of demanding money and as a way to deter their financial victims from reporting them to police. 
I can also reveal that they are currently being investigated by the CID for company fraud. They are clearly professional fraudsters operating in the guise of a respectable and registered company. I have published this review because I want the truth to be known about them. They have only just set up as a company in September 2011. Already, I have heard from several former clients of Felix Web Design and Israfil Isa Rahman who is their manager that they are nothing more than a low-class gang of crooks from an inner-city ghetto or slum in Brick Lane. These people are nasty and wicked in their sales practices and in their threatening behaviour to clients. I also heard that they targeted one poor fella because he was vulnerable and an old age pensioner. They victimised him and deceived him into paying money which he should'nt have paid them. They managed to empty him of his entire life savings so he had not a penny left. Even then, they refused him any services. The ethnic origin of their victim is Indian, so race is not a factor in exposing their criminal scam. This business is completely dishonest and grossly unethical in their sales practices. Furthermore, the money I paid him was for photo shoots and advice consultations which he cancelled. Therefore,he failed to provide the services which I paid him for as per our contract.
