Have a signed contract with Gary Hipsky to weld a Camaro front subframe we supplied to a 1941 Plymouth Business Coupe in exchange for the weling work I traded him a Large Snap On Bead Blaster he never completed the work stold and/or sold the car and closed up his old shop G&R Performance Marine in Oak Ridge TN. Tennessee State Law 55-5-101 says "It is the duty of the Local Sheriff's Office or Police Department where any motor vehicle has been reported stolen or recovered to file and maintain a report of such theft and/or recovery." Reported theft to Sgt Stone Oak Ridge Police Dept who said provide a time line of events and we will investigate. Provided complete timeline but Officer Hill now handling the matter refuses to report the car as stolen but will not give any reason or explanation for theis decision.

In Tennessee the Department of Safety / Tennessee Highway Patrol is responsible for enforcing Auto Theft but say they have no way to report stolen vehicles into the NCIC National Crime Info Center what a joke how can they enforce the laws they're responsible for if they don't even have a way to report major theft. So back to the ORPD who tells you to file a civil suit with the only Attorney in the area how convenient for them he wanted $2500 up front with no guarantee or even a percentage chance of success. Why would you have to file a civil suit for something that is clearly a felony and if you are successful with the civil suit he gets away with the crime and all you get is a worthless unenforcable judgement.

We have signed contract witnesses and talked to Knoxville Police that said if this happened in their jurisdiction or if the vehicle is found in their jurisdiction it will be investigated. Talked and argued with ORPD several times and their reluctance to do their job is past the point of suspicious. Made criminal complaint and request for investigation with District Attorney General James Ramsey but couldn't get any response to request just more run around. Several calls to Oak Ridge City Manager never returned any calls. Called and sent information to more areas of THP more run around. Contacted Local News 6 On Your Side that refused to even look into it but did a great report on someone who's 6 Tshirts didn't turn out right.

So if you know the right people in Oak Ridge Tennessee you could aspire to be a successful Car Thief and scam artist and the only thing law abiding citizens can do is file worthless civil suits. As soon as you mention the ORPD to people who have lived in Tennessee a long time they all know what a bad reputation they have. If anyone has seen this car or can provide more information I would greatly appreciate any help. We can prove everything written and still hold clear Tennessee Title to this car.

GARY CAME TO MY DOOR AND ASKED TO REDO MY 37 CHEVY HE TOOK IT ALONG WITH ABOUT 13,000 DOLLARS SOLD MY PARTS OFF MY CAR NEVER FINISHED IT AND I HAD TO GET ASSIST WITH THE POLICE TO GO GET THE FRAME OF WHAT WAS LEFT OF MY CAR LHE ALSO STOLE A TRUCK OF MINE GARY IS A CROOK AND IS VERY DANGEROUS IM WARNING EVERYONE TO NOT GO TO HIM HE IS NOT WORTH IT WE ARE STILL PRESUING OUR CASE IN A FEDERAL COURT AT THIS TIME ALL DOGS HAVE TO LIE IN INFESTED BEDS SOMETIME. DEAR LORD ALWAYS TAKES THESE INTO CONSIDERATION I W OULD HATE TO BE IN HIS SHOES SO ALL I HAVE TO SA IS BEWARE

I had built a 1972 ss chevelle for rick wich turned out very well, after wich asked us if we could put a front end on his plymouth to wich we agreed to do, he brought the car over to our shop along with the subframe. As rick always had money issues we told him he had to have a deposit to get started. We then started to look at the car he brought us, it was the worst car i have ever seen,litterally put together with bondo and bailing wire, i told rick at this time we would have to rebuild half the frame to be able to install his subframe,as usual rick didnt have the money, so he said he would come and get it. in meentime we where getting ready to move the shop to knoxville,as moving day got closer i called rick numerous times to come get his car, finally he told us to park it out front and he would come by and get it, so we moved it out front in the parking lot of the complex, when we came in after the wknd car was gone, i know rick was always trying to scam somebody and im sur ehe picked up the car, nobody in their right mind would want to steal that peice, he was trying to pull a fast one to come up withsome cash after buying a bondo buggy off of ebay, with a blown motor, and rusted frame...as for the beadblaster....well we charged 90.00 an hour,we spent an hour unloading car, an hour getting it in shop and up on stands, 3 hours scraping crap off frame , and evaluating how to do what he wanted us to do coming up with a solution. once he decided he couldnt afford to repair it, he left it at shop for a month wich i told him i would start charging him storage, then we got the new shop and he was supposed to pick up car, not my problem he was to lazy to come get his car when he said he was( still think he did, trying to rip insurance company),so as far as his 300.00 beadblaster, ibeleive that didnt even cover what he owe us!!! cops , district attorney, everybody laughed at him, they all said nothing to investigate!!
