General Manager, Business Development AKA: Arul and Raja on Skype : TBS-Web Design, PHP, Wordpress, Joomla, Os-Commerce, Open Source I ordered a Joomla based website (they supposed to develop a site for us) which never been done, they never developed the site I was waiting for them over 6 months, they asked for 654 USD down-payment Internet

Ordered a Joomla based site in Jun 2011 which never got done and they never returned the down-payment.
They don't even know how to set up a server, so I have no idea what kind of web developers are this guys, they own me 654 USD. The site I ordered never been built
They like to talk about the project(s) for days.
Once I asked for my down payment they started to spam one of my site with fake log-ins pretending as women from USA , Australia etc , but the IP address was his office IP, of course they deny it.
