On April 2nd, 2009, I was referred to Homeland Healthcare by a different company during my search for some sort of health insurance plan for my (already) pregnant girlfriend. Homeland Healthcare told me they would accept her under their plan if we so chose and asked me to enroll. I informed the Enrollment Agent (Steve Bellm), that I would contact them on April 3rd, 2009 with our decision.

Steve then informed me to do what's called a "pre-enrollment", which is simply providing the information, however, it would be placed in a "hold" status...this would make things smoother if we did in fact decide to enroll. On April 3rd, 2009, I called Steve back to inform him that my girlfriend and I decided to CANCEL the pre-enrollment. After a short conversation, Steve assured me all of our information was deleted and everything was good to go.

$119.00 (the amount of a monthly premium) was then deducted from my account that very same day. The debit did not actually post until April 6th, 2009...the day I saw it on my checking account. I immediately called into Homeland Healthcare and spoke with Steve Bellm again to inform him of the situation. He then told me he would process a refund and I would RECEIVE it WITHIN 30 calendar days.

Every 2 weeks I made 2-4 phone calls checking on the status of my refund. I spoke first with an Onita Black. I was highly angry when speaking to her and I did not attempt to hide it. She confirmed in the phone call that my refund was processed April 6th, and that I would receive it in UP TO 30 days. As I proceeded to ask her more questions about the competency of her company, she then hung up in my face.

April 17th, 2009, I call Homeland Healthcare again at 1 800 493 4240 and this time I am connected to a member services agent by the name of Mary, extension 408. She tells me that I need to submit proof that Homeland Healthcare took money from my account since neither my information nor my girlfriend's information was in the system anymore. I submitted my bank statement to fax number 214 389 2099 at exactly 3:43pm. Mary confirmed receipt at 3:45pm. She then magically found our information and said our refund was processed on the 6th of April and the refund process takes up to 30 days.

Today is now May 13, 2009 and I have placed many heated calls through to Homeland Healthcare to try and figure out why they are now refusing to pay my refund. During this time frame of April 17, 2009 to May 13, 2009 (today), my now wife and I have received exactly 3 calls from Homeland Healthcare's cancellation department asking why we cancelled the "policy". We NEVER had a policy, we had a pre-enrollment. Even that department said we would receive our money back come May 6th.

Now after several conversations with member services boss Tangelyn Voss (these conversations are dated May 5th, 2009 to May 13th, 2009), the conclusion has been drawn that Homeland Healthcare is refusing to pay back the money illegally stolen from my checking account dated April 6th, 2009.

My retaliation actions are as follows:

1. This report on rip-off report website so no one experiences this

2. Contacted the Better Business Bureau of Dallas and filed a formal compalint

3. Contacted the News Network to perform an investigation on the company

4. Prepared a Small Claims Court order to take Homeland Healthcare to court for the amount of $119.00 plus $97.00 for the cost of court fees and $1.00 for the cost of a money order paid to the County Clerk for small claims court.

Received a phone call from Tangelyn Voss on May 14, 2009 at 1723 hrs claiming that a copy of the check had been faxed to my fax number. Checked this morning and there was indeed a copy of the check faxed. We will see if the check shows up in the mail like it's supposed to. I know a check was written, but no proof it was mailed was faxed to me so we'll see.

I've received a call today, May 14, 2009 at 0945 hrs from Tangelyn Voss stating that a check was on it's way. Check number is 9498, mailed out at 1355 hrs on May 13, 2009. I was too busy to ask then, but I've called back requesting that she fax me a copy of the check stub and proof that there is a check and proof it has been mailed. I've also requested to find out how much the check was made out for, if there is indeed a check coming. Will update accordingly.
