 iCall is a privately held Voice over Internet Protocol (VoIP) service provider (i.e. they have a website with downloadable software so you can place calls from your computer). You use a credit card to buy iCall credits. I attempted to add $5.00 USD of iCall credit to my account (as it had a balance of $0.00) so I could place test calls to familiarize myself with this service. The website clearly reflected that my credit card was declined. It also kept my credit card number stored without an option to delete it. Even now, when I sign on and view the website, I can still see my credit card stored. After checking with my bank, the $5.00 USD charge was posted and cleared. I am still working to resolve this. iCall claims they never charged me and they have no record of the transaction. The bank informed me they (iCall) must issue a credit. iCall says they can't credit what they don't see.

I encourage anyone who sees these charges on your credit card statements to call and dispute them. The only way to deal with these fraudsters is to request a chargeback from your financial institution. If the credit card processing company that iCall is using gets enough "chargebacks", they will terminate their relationship with iCall and force that company to seek out another credit card processor.

It is very important to note that the "credit card charges being processed despite being reported as declined" may have nothing to do with these men. It could be rogue employee or a legitimate technical error. However, it is important that you, as a consumer, request a chargeback for any charge you received in which you did not receive the goods specified. If its an honest mistake, then no harm done. If it's intentional (the credit card charges) on the part of iCall, then the chargebacks will draw attention to this company and they will be left with no choice but to cease and desist as no credit card processing company wants to do business with any vendor who knowingly submits bogus credit card charges. This would also include a vendor who is aware of a technical problem and chooses to remain negligent and not address the situation.
