I noticed on my discover card that I was being charged for online servi bills from Microsoft online. The state is Wa. I have no idea what this is for and I cannot find it on the internet. How am I able to get a credit for this? And also Actpubl*ibillcs.com, in California, 1-800-307-3558, in the amount of $23.28.

as for the actpub whatever, i don't have a clue. for msn, call 1-800-386-5550. they can research into the charges and find out where the account came from. and just a tip, it's not a ripoff or corrupt company when you don't know how you got the service. it could be fraud, it could be a stolen credit card, it could have been an account created through best buy or a store. just be patient, let the msn rep investigate the charge, and 99% of the time, we'll fix the problem. the nicer you are about it, the happier the rep is to help.
