On October 2, 2017, I paid toll charges belonging to another member of my household. These fees totaled $102.60 and were paid using the debit card associated with my checking account.
First, I should have never been responsible for someone else's toll charges since the vehicle on which the charges incurred did not belong to me. The vehicle and tag belonged to my brother's 2005 Volvo which he no longer owns. Secondly, since the vehicle and tag belonged to my brother, there was no reason to place a registration block on a 2013 BMW in which I own. However, this is what Quick Pass has done.
On the morning of October 23, 2017, I visited the Quick Pass office in Morrisville to fix this problem as well as get my money back from paying my brother's toll charges. The manager informed me that issuing a refund would not be a problem. I was also informed that the refund would be in the form of a check made out to my brother since the delinquent account is in his name. The manager also stated that my brother would be required to visit the Quick Pass office in person to authorize the transaction.
Two hours later, my brother and I returned to the Quick Pass office to facilitate the refund process. This is when the manager decided to bait and switch me. Before I could be issued a refund, my brother would need to pay the $102.60 balance. However, this was not told to me during my initial visit and I am quite disturbed by this entire ordeal.
I should not have to remind Quick Pass that it was their administrative error which caused me to seek a refund in the first place, and now I cannot get my money back. A registration block should not have been placed on my vehicle as I did not cause the problem. However, I am being derailed from receiving a refund due to Quick Pass's faulty record keeping. This is unacceptable.
Quick Pass is currently dealing with two separate issues and one should not have anything to do with the other. I expect a full refund from the toll charges within the next (2) days.
