Seeking an Attorney for suing Oncor for endangering my family and my home in violation of the NEC code.

Ref: NEC 680.8:
Overhead Power Lines:
Any electrical wiring run over a pool or spa must be at least 22 feet above the water level. This includes power lines and broadband wiring communications systems. 

My Danger:

Oncor Electric relocated a 220-Volt residential feeder line from an existing "safe" telephone pole, put there many years ago by Oncor, for the sole purpose of compliance with NEC 680.8 and avoiding my existing swimming pool by safely bypassing it in accordance with the National Electric Code.

    Then, last year, (2011), an angry Oncor worker decided to relocate this 220-volt line directly across my existing swimming pool at a very dangerous height of approximately 8' feet above my swimming pool water line.  Oncor, after I complained, justified the workers' relocation by saying that because my pool had no water in it, (I was in the process of replacing the Water-Walls, which must be done, periodically), it was not a viable pool?  This is a direct violation of NEC Code. It is supposed to be 22.5'  feet above any water line.  Yet, in total violation of NEC Code, this was actually done by an angry Oncor worker who said he did it because I wouldn't answer my door when they were trying to hook up another service line next door, at my neighbor's house?  What The What?  That's what the worker said!  I only went outside to investigate the sudden power outage when the Oncor worker had shut off my power to my house, without my permission or advance notice!  

My pool is a permanent, $20,000, "On-Ground", All-Aluminum Kayak pool where the Water Walls were in the process of being replaced.  The National Electric Code says that any electric line must be 29.5' feet above any pool water line, and yet, one of their workers, vindictively, relocated my 220 volt line from an existing "safe"  location on an existing telephone pole that Oncor installed, to it's current and new, life-threatening location!  I have called and talked to several folks at Oncor but no one seems to be concerned about this obvious danger and they keep referring me to other departments, who also dismissed me?

 I have drafted a complaint letter, (but not yet filed it) where I can appeal to the Public Utility Commission, but must travel 300 miles to appear in front of some kind of review board, when summoned, after submitting my complaint. 

I am handicapped and need my pool for rehabilitation purposes but can no longer allow anyone to work on getting the new water-walls installed because this power line is so low that is very possible to get electrocuted or killed with the use of any shovel or long-handled garden tool, etc., while standing on the pool deck.  Hence, I have lost the use of my pool and my rehabilitation needs from having had recent total hip replacement surgery and can no longer go anywhere near my existing pool area nor can I venture into my backyard area due to this very dangerous situation.  Can Anyone Help?

The solution is quite simply: Put the 220-volt power line back onto the existing telephone pole, but no one is listening to me!  
   
    I am a senior citizen and seem to have exhausted my avenues of fixing this dangerous problem?  Maybe OSHA will listen? I have also considered taking this problem to the news media?  Is this a possible lawsuit where my home and life and health has been put in danger because I can no longer have the use of my pool, my rehab needs, nor the enjoyment of my backyard area and my pool?

Please help, if you can?
