That's how they make their money. I researched this problem. It's called the modem dialer con. A company called Premium Premier Communications was doing it until recently. Search here for those frauds if you'd like to understand how a broadband connection is hijacked like this. Anybody can send out fake bills like this. Evidentially, with impunity. At least for the better part of a year. As a potential victim, it's up to you not to pay for anything that you did not want or request. Remember the old saying: There's a sucker born every minute. And, two to take him.
