Here is an update - the owner of the Minneapolis Franchise has a BBB ranking of F and this person owns multiple franchises around the country as far as we can tell - good luck in other locations! We have been "patted on the HEAD" by PODS corporate and told that it is the location that sets the delivery price but I didn't speak to the location - their phone number is unlisted and took careful detective work to find it! I will contact the consumer email for PODS but they've already had the call recording and the doubling of delivery price which is far beyond "not drastic" in our view.
