I too have been bothered by PRA trying to collect a "zombie" debt. The original "claim" was from around 1999 (they never have provided any documentation).
When they first contacted me 9 years ago, I asked to be provided in writing with details about the amount they alleged that I owe. I was told that they could not provide me with that information. Sometime later I sent a certified letter informing them that I dispute their claim and without written proof I regarded it as unfounded and thus would not pay and did not wish to be contacted regarding it again. This worked (or seemed to) for several years.
About a year ago they renewed their efforts by calling my work number. I was surprised to hear from them again and told the caller as much. I also told them about the previous attempts and my responses. There was a lull of a few weeks and then they started calling again. Other than a being nuisance it is not that big a deal. Yesterday they left a message on my company answering service saying that this was an attempt to collect on an outstanding debt which seems to be a violation of the FTC Fair Debt Collection Practices Act subsection 805 paragraph b. I would not, based on my reading on the FTC website; threaten action lawsuit or otherwise, pay any amount which (apparently) resets the statue clock or be abusive or aggressive to a calling agent. The next time they call, I will however ask and write down all the information suggested in Tagurit's post and then send it (certified) to PRA in the format listed in 805 Paragraph C which clearly states the desire to Cease Communication.

I do not owe the amount in question ($207 ) and while it would be easy to pay it just be done with it, as a matter of principle I refuse to succumb to what I regard as coercion and regard my stance as a deterrent to future attempts to unjustly aggravate me and tarnish my character (and bank account).
