I made an agreement with Rapidshare AG, a swiss corporation doing internet business worldwide. The contract was made in 30 day segments and the most recent allowed me to download 50 Gigabites of data from their database every 5 days. Two days after the contract began, They put a limit of 10 Gigabites per day on the account. This was a nuisance, but tolerable until several days later when they further reduced the download maximum to 4 Gigabites per day.

I complained to them on each occasion, but only got the standard form letter after the first change and not even a response to the second complaint. When I got no response, I then complained to Paypal.com, who is their exclusive collector of revenue in the US for all but long term accounts. When they learned that I had contacted Paypal, they immediately froze my account and made a vague accusation of fraud.

The bad news is that I'm out the cost of two months internet download service, or about 300 gigabites of data. The good news is that there is a way to punish them:

If anybody else reading this has had a similar experience and paid for their account with Paypal, log onto paypal.com and file a claim. Then follow up the claim with a telephone call to 888-221-1161. If Paypal gets sufficient complaints, they will close Rapidshare's account, stopping all US revenue to them.
