On 16 December 2012, Mr. Roy Brock, owner of Cannon Home/Business Improvement Services, LLC, presented me with his business sales presentation at my home. The tools he used to give his presentation were his company brochure (attached) and a sample copy of a blank contract. Each signed contract attached stipulates the forthcoming ethical criteria/commitment to his clients. The key words Mr. Brock emphasized upon regarded his reputation and values as a professional home improvement contractor; that he would promise me with the following customer services throughout each phase of work: 1) Respect, 2) Integrity, 3) Communication, 4) Excellence, 5) State Codes, and 6) Work Safety. After his brief, he had me convinced of his high moral character and excellent work ethics, especially when he revealed he was retired from the US Army (he showed me a photo of him in uniform also). He emphasized upon himself as a “true professional” and he would commit to ALL of the above standards as my general contractor from beginning to end. I am a veteran myself and he ripped off another fellow veteran in a criminal manner. Rip-off: Mr. Brock was paid thousands of dollars to start and complete several home improvement work projects (hardwood flooring, basement refinishing, painting, bathrooms tiling). He did not complete these jobs. He did not return to the property. He failed to communicate. Action Taken: Mr. Brock is a criminal scam artist on the run, seeking opportunities to scam other victims through false impression that he is a professional contractor, insured and with many years of experience. He will even present you with references and enter into signed contracts with materials plus labor charges listed. My neighbor was my reference to use him as my general contractor as I was able to witness with my own eyes the work he can accomplish. There is an active Delaware State Police report on file with a warrant out for his arrest for Felony Grand Larceny due to the high dollar amount he has stolen. He has also been reported to the Delaware Attorney General's office for consumer fraud and awaiting prosecution once caught. Whereabouts: Mr. Brock is a professional scam contractor/criminal that goes from state to state looking to scam his victims. His technique is quite savvy and slick. He lacks moral values, human concern, respect and ethical integrity. He does not establish a permanent residence in my case he was renting out a bedroom from a couple and paying them rent through uncharged handyman work. His daughter and grandchildren live in Pasadena, Maryland area and his mother lives in Suffolk, Virginia. Physical appearance: Mr. Brock is a tall, slender African-American, usually wears a ballcap, drives a red Ford Pickup truck, neatly dressed and haircut, supposedly he is a retired Army veteran from the Intelligence field and was assigned to the 82nd Airborne Division at Fort Bragg, NC for several years as a paratrooper. He likes to show off his color photo of him in Army dress green uniform before he retired. He may also seek your trust and sympathy by talking to you about his recently deceased dog named Cannon that he suspects was poisoned. These are all "tactical tricks" of his to gain your confidence/trust to get you to pay him then he will slam it to you by surprise without even expecting it....you've been had....and he will skip town....leaving all his tools behind as well to give that false impression he is returning but don't bet on it!
