Complaint Review: Sgt Corey Eugene Biles - Jackson Georgia

On Friday February 17, 2012 I purchased a 1980 Jeep C-J7 from Sgt. Biles for the amount of $2500.00 under the understanding that the jeep was in tip top condition, with a newly rebuilt engine and the only thing I would have to replace is the leaf springs. Because he is a police officer I felt I could take him at his word that this Jeep is a safe vehicle for my family and me. He also said it has an marine battery in it so it charges its self that it had not been started in a year until my friend Chris came to test drive it on 2/14/2012. I also asked him if it was legal for my to drive home or would I have to get moving tags or have it towed home (Temple Georgia).  He said no everything is legal and gave me the new 2012 tag to put on his license plate that was already on the jeep. I again asked him if the Jeep is safe for my family and me he said, "yes the only thing that needs to be changes is the leaf springs".  We went inside to sign the paper's, he said he has a title but it is at his house 122 Eagle View Dr Monticello Ga 31064-6371 and that he would send it to me as soon as it is found. He gave me a "Vehicle Inspection" paper he already filled out and signed as the inspecting officer and said it would work to get the Jeep registered. We shook hands and my children and I got in the Jeep and followed my friend out of the neighborhood.  The first thing I noticed was that I couldn't turn properly because the tires were to big for the wheel wells. When I got the Jeep over 45MPH the Jeep began to rock from side to side, so instead of driving the Jeep back to Temple GA we stayed at my friends house in Griffin GA. wanted to get a better look at the Jeep in the day time. Saturday morning we cleaned out the Jeep and not only was there rust but the heater buttons are rusted open nothing on the dash worked, holes in the floor boards, mud caked everywhere, the emergency break is broken, the engine is leaking Oil, covered in leaves and rust. Most of the problems were minor I was more concerned about the Jeeps drive-ability not its looks. We drove the Jeep to the Tire Depot 1153 Hampton Road McDonough Ga 30253. While we pulled into the parking lot we were pulled over by Officer Bour of the McDonough PD. She said she was pulling me over because the tag on the Jeep was suspended due to no insurance and she would have to impound the Jeep.  I called Sgt. Biles he said "the Jeep was registered and Insured that he didn't know what she was talking about." Officer Bour went over the paperwork I have on the Jeep she pointed out that the Vin# was different from the one on the Jeep by one letter and he can not legally inspect his own vehicle to be sold.  After Sgt. Biles and Officer Bour got done arguing over the laws and what she was required to do that he was clearly lying and not all officers are untrustworthy as he is. I asked her if I put the Jeep on my insurance would it be legal to drive? She called her lieutenant and he said it was fine.  He wanted to see the Vehicle inspection report so she took it with her and changed the N to a M on my bill of sale and also added the date because she said I would not be able to get it registered as it was. After I called my insurance company and had the Jeep added to my policy she gave me a written warning and left.  The children and walked across the parking lot and talked to Mike and Raphael at the Tire Depot about getting some smaller tires that fit the jeep. We made a deal that they could have the old tires off the jeep and I would buy new ones for $350 with the trade in of the old ones I said yes. We left with the new tires and the Jeep felt stable, running smoother with out the wobble. I just assumed the tires were the problem and we drove the Jeep home Saturday night back to Temple GA. It was raining and that is when we discovered the windshield leaks so my daughter and I got wet on the ride home. Sunday Morning we drove the Jeep to Auto zone to buy a book on the jeep and to see what parts we could get like wiper blades. We then found out that a 1980 C-J7 is hard to get parts for you have to get them off the Internet or a dealership. After spending around $800.00 online for much needed parts for the jeep.  Parts are as follows a new back seat that is safe for my children with seatbelts and headrests, windshield wipers, a new seal for the windshield, new knobs and cables for the dashboard controls, Road side emergency kit, Tools, a locking center console so my stuff is secure. I felt I was in good shape and ok with my purchase.  Monday Morning I start up the jeep and leave for work. Being only a 4 speed it cannot exceed 65MPH which is fine by me so I stayed in the slow lane and kept an eye on my GPS. None of the dashboard controls work including the speed odometer so I charged my GPS all night because it has one built in. After 30 minutes into my drive to work the jeep yanked violently to the left causing me to almost hit the person next to me so I slowed down and continued toward work 15 minutes away.  The Jeep started making a knocking sound and it felt like something was hitting the foot board I pulled into the yard at work and the breaks were gone I down shifted it to slow it down then bumped it into the curb to stop. I continued my usual workday upset and wondering why a person who takes an oath to protect and serve would lie to me about the vehicle safety and put my family and I in danger. When I got off work I opened the drivers door to see the hose to the oil pressure gauge had busted spilling oil all over the floor. I called my friend Chris to come help me try to get the jeep to my mechanics shop so he could find out everything the officer was trying to hide or lied about.  When Chris arrived I tried to drive the Jeep just around the yard at work but it still had no breaks and no emergency break to fall back on. I called Sgt Biles and he said that the Jeep worked fine when he drove it so I must have broke it.  I told him it is unsafe and not what he promised so I was canceling the sale and I wanted my money back.  He told me that is not going to happen but I could bring the jeep to him and he would see what I did to it.  I told him I live 2 hours away from him and I have no more money to dump into something that is unsafe I do not want it and he can come pick it up.  He said the only thing he would do is check out the breaks that he is keeping the money and I am stuck with the jeep as is.  I told him I do not want a vehicle that is unsafe that he can sell it to someone else he is not going to kill off my family because he is a crooked cop and consumed by greed. He hung up. I left the jeep at work and that is where it is today. Sgt Biles keeps texting me telling me that he will buy the master cylinder for the breaks but I have to come to him to pick it up. I took it to a certified mechanic and the bearings were completely gone and have been that way for a while he said I was lucky the wheels didnt fall off.  Sgt. Biles said he will not do anything about the cost of the bearings and according to his lawyer friend he doesnt have to. Corruption at its finest with a badge

I wrote a letter to his Chief about the incident but he told me that a sale of an officers vehicle has nothing to do with his job. I wrote him back and asked him not even if the officer used his job to create fraud? I never heard back from  Chief Mike Riley he is apparently just as corrupt as Sgt. Biles with no regard to human life and believe they are above the law. Now I am without a vehicle no money to fix this one and two children to take care of alone. If he would have told me all the problems with it I would not have even looked at it or trusted my children's lives to a police officer.

What I believe is fraudulent about this transaction is as follows.

Selling a 1980 vehicle saying it only has 28490 miles on it even though he put a new engine in it a few years ago. He also says it was parked for most of its life and he bought it from an old lady in 06/06/2008 and the title says 25027 so it is suppose to have the correct mileage on it.  So he has had the Jeep for 6 years and has only put 3463 miles on it. He also has no papers proving he had a certified shop change over the odometer when the new engine was put in. He did it himself.

Telling me it was ok to drive a vehicle on the roads that he knew was not insured and not registered lying saying it was.

Writing the incorrect vin# on the Bill of sale and not putting the date of sale. Not putting AS IS on the Bill of sale.

Saying the vehicle was safe to drive when it clearly is not. And not listing it as a fixer upper in the add.

Using his job to sell unsafe vehicles to make a quick buck.

Attempted vehicular homicide. Stating the vehicle is safe and in tiptop condition.
